Westchester County's Board of Acquisition and Contract on May 14 awarded Contract 22-500, a new storage building at Kensico Dam Plaza in Valhalla, to the low bidder, Pierotti Corp. of Harrison, for $8,238,800. The county opened four bids on the job on Sept. 10, 2025, eight months earlier.
The award resolution approves three subcontractors listed with Pierotti's bid: BMC Mechanical Corporation of White Plains for HVAC, TWP Plumbing & Heating Inc. of Elmsford for plumbing, and D&M Electrical Contracting, Inc. of Elmsford for electrical. The county's award record names only the low bid and the count; the other three prices are not in it. The board listing is RFI-000939.
The job is more than a shed. The Public Works memo that authorized advertising in June 2025 describes a new two-story building with two vehicle service bays, storage space, and new mechanical, plumbing, electrical, information technology and security systems, topped by a rooftop solar array. Site work includes a maintenance yard, a secure parking lot, overflow parking, a vehicle fuel storage and distribution system, and landscaping. The contract carries a project labor agreement under the county's PLA law.
The money is all local. The award resolution charges the full $8,238,800 to the county capital budget, 100% county tax dollars, with no state or federal aid, and sets the contract term from May 28, 2026 through Nov. 28, 2028. The county hired KG+D Architects of Mount Kisco for the design under an agreement approved in 2021. The stated purpose: give park staff the facility they need to maintain Kensico Dam Plaza.
Why eight months from opening to award, the record does not say. The county's memo notes that Pierotti's past experience was found satisfactory.
Why this matters. A county job that sits eight months between opening and award is eight months of escalation the low bidder has to absorb at a fixed price. Pierotti held its number. For subs whose names went in with the bid, the long wait is now over, and the schedule clock starts May 28.
What to do next. Trades not yet locked in, among them sitework, concrete, steel, roofing, solar installation, fuel system and IT/security low-voltage, should reach Pierotti now.
