NYCDOT's Staten Island Ferry division has picked Navillus Tile Inc. for its vehicle access ramps and nose racks contract, at $13,443,000. The city's PASSPort procurement portal lists solicitation 84125B0009 as "Selections Made" and shows the contract, 84125B0009001, in progress with a planned term of Nov. 2, 2026 to May 15, 2028.

That is where the public record stands. "In progress" means the contract is being put together, not registered, and no award notice has run in the City Record yet. The city has not posted a bid tabulation for this solicitation, so the number of bidders and the rest of the field are not public. Until registration, treat Navillus as the selected contractor, not a signed one.

The job was advertised in the City Record on Oct. 7, 2025 as a competitive sealed bid, with bids first due Dec. 3, 2025. PASSPort shows the due date later moved to May 6, 2026, a five-month push. The notice carried an 8% DBE goal under federal or state participation requirements and an optional site visit at DOT's Staten Island Ferry Maintenance Facility at 1 Bay Street, Staten Island. PASSPort files it under marine and waterfront construction.

The ferry carries almost 70,000 passengers a day between St. George and Whitehall Street, and NYCDOT maintains the ten-vessel fleet along with the St. George and Whitehall terminals, the Battery Maritime Building and their floating dock equipment, according to the ferry's own site. Ramps and nose racks are slip-side hardware, and slip work has to be staged around a boat schedule that does not stop.

Why this matters. Ferry work is specialty marine construction around a service that runs all day, every day. A roughly 18-month window from November means much of the work lands through the winter and spring of 2027, and the specialty scope gets bought out soon after registration.
