Three sealed-bid construction jobs from the Department of Veterans Affairs' Network Contracting Office 2 closed out this spring, all set aside for service-disabled veteran-owned small businesses (SDVOSB), all in the $5 million to $10 million band the VA advertised, and none drawing more than four offers. The combined awards come to $19,470,000. The federal award records name the winners and count the offers but do not list the losing bids, so there is no spread to compute on any of them.
St. Albans, Queens: $7.2 million for parking lots and roads. Project 630A4-20-412 repairs the parking lots and roads at the St. Albans VA Medical Center, 179-00 Linden Boulevard. Bids were due March 20, 2026 on IFB 36C24226B0014, with a remote public opening set for March 24. The VA signed contract 36C24226C0036 with Cdeem Co. of Orlando, Fla., for $7,200,000 on May 15, 2026. Four offers came in. The record shows a performance period through May 17, 2027. The board listing is RFI-002782.
Northport, Suffolk: $5.95 million for the dialysis unit. Project 632-17-107 renovates about 5,330 square feet on the third floor of Building 200, the main hospital at the Northport VA Medical Center, 79 Middleville Road. The solicitation says about 60% of that space had already been demolished and partly built out for clinical use. The scope covers abatement, demolition, mechanical, plumbing, fire protection, medical gas, electrical and fire alarm work, with the hospital running throughout and 548 days to finish. The bid date on IFB 36C24226B0009 moved five times, from Dec. 12, 2025 to Feb. 25, 2026. The VA signed contract 36C24226C0054 with M Wilkinson Construction Company of Maple Shade, N.J., for $5,950,000 on March 9, 2026. Three offers. Listing: RFI-002753.
Bronx: $6.32 million for operating-room and sterile-processing HVAC. Project 526-23-133 upgrades HVAC serving the operating rooms and Sterile Processing at the James J. Peters VA Medical Center, 130 West Kingsbridge Road. Bids were emailed and opened by conference call on Feb. 18, 2026 under IFB 36C24226B0027. The award notice names Veterans Contracting Group, Inc. of Mamaroneck at $6,320,000, dated March 2, 2026, on contract 36C24226C0049. Three offers. Listing: RFI-002629. The VA paid Miller-Remick, LLC $398,692 for the design in 2024, and the federal record shows Veterans Contracting Group already holding a $54.2 million VA boiler replacement contract at the Bronx VA, signed in October 2025.
The three jobs have a lot in common. Each was a firm-fixed-price sealed bid, each carried a limitations-on-subcontracting certificate, and each was won by a firm from outside the borough or county where the work sits, including two from out of state. The field was three or four offers every time.
Why this matters. The VA's New York hospitals keep putting $5 million to $10 million jobs on the street, and the SDVOSB set-aside keeps the prime pool small. For a qualified veteran-owned firm, three or four competitors is a winnable table. For everyone else, the work comes through the prime, and the prime has to self-perform a real share under the VA's subcontracting limits.
