Seventeen general contractors bid the School Construction Authority's electrification job at PS 134 George F. Bristow in the Bronx when bids opened at 3:21 p.m. on May 21 (solicitation 26-22873D). KG Construction Services, Inc. came in low at $35,333,000. Skyline Industries, LLC was second at $35,400,000, just $67,000 (0.19%) behind. National Environmental Safety Company, Inc. was third at $35,555,000. The top three fit inside $222,000. The apparent low is not an award.

The SCA's scope line: electrification, an electrical service upgrade, low-voltage electrical systems and a lighting upgrade. The agency's capital data describes the same project as electrification and heat pump systems and shows it finished design in May 2025. The school sits at 1330 Bristow Street.

The spread is $10,009,000, 28.3%. The median, PMY's bid, is $37,989,000, and the low sits 7% under it.

Seventeen bids is a lot for a $35 million SCA job, and the middle of the field is packed: nine bids fall between $36.8 million and $38.6 million. P&K, low on the SCA's PS 107 electrification job in Flushing on May 4, finished tenth here. Roma, second at PS 107 by $11,000, finished fourth. KG named MAR-SAL Plumbing & Heating, Inc. for plumbing, Airtone Corporation for HVAC and Rodel Electrical Contractors, Inc. for electrical, the three trades New York's Wicks Law requires a bidder to name.

The work traces to the city's October 2022 plan to make new schools all-electric and to complete or start converting 100 existing schools to all-electric heat by 2030, swapping fossil-fuel boilers for heat pumps. The SCA's amended five-year capital plan, noticed in February, carries $1.4 billion for electrification of existing school buildings, plus $350 million for heating plant upgrades where electrification is not the right fit.

Why this matters. Two electrification tabs in three weeks, and both were decided by less than $70,000. That is what happens when a program repeats the same scope school after school: the general contractors learn the job, the subcontractor quotes converge, and the winner is whoever shaved the last point of overhead.

What to do next. HVAC, heat pump and electrical suppliers: Airtone and Rodel are the named slots, so that is where equipment and gear quotes go. Other trades price to KG as the apparent low; hold until the SCA awards. The board item is RFI-000463.
