The VA's award notice, posted May 21, 2026, names J & J Mechanical and Construction Group LLC of Jersey City, N.J. as the awardee on contract 36C24226C0058 at $14,743,224.00, with an award date of April 13, 2026.
The federal award record reports the number of offers received as one. The job was a sealed-bid invitation, IFB 36C24226B0002, set aside for service-disabled veteran-owned small businesses. The solicitation put the magnitude of construction between $10 million and $20 million, and the single bid landed in the middle of that range. With one offer there is no spread to compute, and the VA published no independent estimate with the award. The board listing is RFI-002626.
The field was narrowed by design. The VA held a mandatory site visit on Jan. 21, 2026 and stated in an amendment that it would accept bids only from firms that attended. Ten people signed the sheet. The opening was in person, with no emailed bids. It was scheduled for Feb. 17 and moved to March 4, 2026 after what the amendment called persistent, severe weather.
The project is an inside-the-hospital job: converting the 6B ward at the medical center's 130 West Kingsbridge Road campus to outpatient mental health space. The VA put the drawings, two volumes of specifications and a revised bid sheet on SAM.gov, and its RFI answers included a nurse-call equipment specification, so low-voltage and healthcare systems work is part of the package.
Why this matters. A single-bid award of $14.7 million is worth noticing even when the price sits inside the VA's range. Mandatory walk-throughs, a set-aside and an in-person-only opening each shrink the pool. Stack them and a large hospital renovation can end with one envelope. For veteran-owned firms that can carry this size, that is an opening. The next Bronx VA job may be similarly thin.
What to do next. Drywall, ceilings, doors and hardware, flooring, fire protection, HVAC, electrical, nurse-call and low-voltage subs should reach J & J Mechanical now; the federal record shows performance running from April 30, 2026 to Dec. 30, 2028. VA subcontracting limits apply to set-aside primes, so subs should expect the prime to self-perform a real share. And put the Bronx VA's mandatory site visits on the calendar the day a pre-solicitation posts; missing one takes you out of the bid.
