Eleven contractors bid the Port Authority's enhancements to the bus staging lot at 30th Street on May 14, and one of them came in far below the rest. Perfetto Contracting Co. Inc. of Brooklyn is the apparent low at $6,791,905 on contract MCP-234.237, according to the agency's preliminary bid results.

The math: Perfetto sits $1,790,795 under second place, a 26.4% gap. Five bids stacked up between $8.58 million and $8.88 million, within 3.4% of each other, which is where the market put this job. The median was $8,874,000, and the high bid ran 91.7% above the low. The Port Authority did not publish an estimate with the results.

The site is the Port Authority-owned lot and roadway at 30th Street and Dyer Avenue, the southern end of the Lincoln Tunnel Expressway on the far West Side. The Port Authority's board authorized planning and preliminary design for the job in February 2023, after an August 2022 inspection found the pavement deteriorating; the plan pairs that repair with a realigned intersection and a bigger lot for commuter buses. It is one piece of a much larger puzzle: the roughly $10 billion Midtown Bus Terminal replacement, which broke ground on the Dyer Avenue deck-overs in May 2025 and needs places to stage buses while the old terminal comes down.

These are preliminary results. The apparent low is not an award; the Port Authority still has to review the bid and its board has to authorize the project and the contract.

Why this matters. When a low bid lands 26% under the next one and the middle of the field is packed tight, subs should confirm exactly what is in the low number before they commit a price. The apparent low has less room in its number than the pack did, so expect sharp buyout.

Update, Sept. 28, 2026: The Port Authority's agenda for its June 23, 2026 board meeting put forward a resolution authorizing the 30th Street project at a total cost not to exceed $13.6 million and a contract with Perfetto Contracting Co. Inc. for general construction, with the contract amount disclosed to the board confidentially. The agenda describes the job as realigning the 30th Street and Dyer Avenue intersection with new signals and crosswalks and expanding the bus lot from about 17,000 to about 30,000 square feet, to hold buses during the Midtown Bus Terminal replacement.
