DASNY opened 22 bids on May 12 for the CUNY New York City College of Technology Pearl Building 6th Floor Renovation and Asbestos Abatement, project 3772809999, at 259 Adams Street in Downtown Brooklyn. Cube Construction Services LLC is the apparent low at $10,101,011.

The top of the tab is tight. E.W. Howell is second at $10,254,000 and Vernon Construction & Development third at $10,272,000. Behind them: SRR Holdings $11,226,786; All Con Contracting $11,337,000; PB Contracting $11,490,090; Gryphon Construction $11,642,699; Fratello Construction $11,890,000; JEMCO Electrical Contractors $11,892,953; ABCD Construction and Zaman Construction tied at $11,950,000; Empire Control Abatement $11,988,234; Constructomics $12,189,000. The high bid was National Environmental Safety Company at $14,666,000, with Nagan Construction at $13,800,000 and MEDCO at $13,373,000 below it.

Run the tab. Cube is $152,989 under E.W. Howell, 1.5 percent, and the top three sit within $170,989. Low to high is $4,564,989, a 45.2 percent spread. The median is $11,969,117. DASNY's ad estimated the base bid at $12,500,000 to $13,000,000. Cube came in $2,398,989 under the bottom, 19.2 percent. Fifteen of the 22 bids were under the range. Goals are 18 percent MBE, 12 percent WBE and 6 percent SDVOB, and the job is under a Project Labor Agreement. An apparent low is not an award.

The work is a full floor. DASNY's ad lists floor-wide abatement first, then selective demolition of walls, abandoned reheat coils and hot water piping, new walls, floors, doors and ceilings, lighting and power, plumbing fixtures, reworked and replaced ductwork, new diffusers, perimeter radiators and VAV boxes across the floor, fume hoods and roof fans for a chemistry lab classroom, IT and AV connections, security cameras and card readers, and new sprinkler piping and heads. The floor gets two new computer labs, offices, classrooms and bathrooms.

City Tech has seen this pattern once already this year. On February 25, DASNY opened 15 bids for the Renovation of Campus Computer Labs and Student Technology Spaces, solicitation 3753809999 CR28, covering spaces in Namm Hall, the library and the General and Voorhees buildings. SRR Holdings was low at $5,978,786 against an estimate of $6,500,000 to $7,000,000, 8.0 percent under the bottom, with PB Contracting second at $6,590,000 and Atlantic Specialty high at $14,150,786. DASNY awarded that job to SRR on April 29 at its bid. SRR bid Pearl as well and finished fourth.

Why this matters. Two City Tech interior jobs, two fields well under DASNY's estimate, and a lot of the same names on both tabs: SRR, PB Contracting, Vernon, Constructomics, Gryphon, ABCD, Zaman, Lanmark, ACS and National Environmental Safety Company bid both. Downtown Brooklyn campus interiors are drawing a crowd of mid-size GCs, and they are pricing sharp.

What to do next. Abatement, drywall, ceilings, mechanical, sprinkler, lab casework and fume hood, low-voltage and security subs should call Cube Construction Services while DASNY reviews the low. The job is RFI-000495 on our board, and the computer-lab job is RFI-000787. Expect PLA paperwork on every tier.
