New York City's Department of Buildings issued three separate ECB violations this week for construction work that continued at sites under active stop-work orders, according to DOB ECB violation records dated October 29, 2026.

At 1927 East 28 Street in Brooklyn (BIN 5027065), DOB cited DHC Power Management Corp with violation 39561262N, a Class 1 offense, after an inspector compared prior and current site photos and found exterior work had continued at the building's Exposure #2 side while a partial stop-work order issued under complaint #5192018 remained in effect, per DOB records. The violation carries a $10,000 penalty. A second violation at the same address and block, 39561278H, cited the site as closed and unattended with no watchperson present despite an active permit footprint of 5,135 square feet, carrying a $2,500 penalty.

At 2444 Bouck Avenue in the Bronx (BIN 2117837), DOB cited New Line Construction LLC with violation 39561252J, also Class 1, after a follow-up inspection found exterior facade work, stucco plastering and painting had been completed while the site remained under a stop-work order posted May 11, 2026, according to DOB records. The penalty imposed was $10,000.

At 28-19 56 Place in Woodside, Queens (BIN 4022636), DOB cited an individual respondent, John Papis, with violation 39209860K after an inspector found that a previously posted stop-work order, SWO #39155564P, had been removed from the entrance door where it was posted. That violation, coded as tampering with a written stop-work order under Administrative Code 28-207.2.5, carries a $5,000 penalty, per DOB records.

Separately, DOB issued four violations at a single active site at 99-21 204 Street in Hollis, Queens, spanning three adjacent BINs (4148082, 4625670, 4625671), all against W Jake Construction Corp. Two cite a supported scaffold at Exposure #1 missing guardrails, planks and toe-boards with brick and masonry units stored on top, each carrying a $5,000 penalty under BC 3314.1. A third cites a construction fence observed leaning out of plumb with its gate swinging into the pedestrian walkway, and a fourth cites construction debris -- wood, garbage bags, and filled bags -- creating a trip hazard throughout the site, each carrying penalties between $1,000 and $1,250, according to DOB records.

All violations listed carry a hearing date in January 2027 before the city's Office of Administrative Trials and Hearings, with hearing status listed as pending in DOB's ECB violation dataset. None of the balances due have been paid as of the October 29 issue date, per DOB records.

DOB's ECB violation dataset also shows a Class 1 site-safety violation issued to Volk Industrial Services at 1 Centre Street in Manhattan (BIN 1002035), for failing to make a designated construction superintendent and logbook available on request during an active inspection, carrying a $10,000 penalty under BC 3301.13.3.
