The state Office of General Services opened 15 bids Jan. 14 on contract 47261-C, masonry and facade repairs on Building 40 at Creedmoor Psychiatric Center, 80-45 Winchester Boulevard in Queens Village. It is a single general-construction contract.

Sharan Builders, Inc. is the apparent low at $7,675,659. APN Construction Corp. read second at $9,800,000, but OGS's tab flags that bid "BID DISQUALIFIED - Other - Non-Responsive," with no further reason given. The next bid without a flag is RK Contracting Inc. at $10,950,000, followed by Fidelis Contracting Inc. at $11,971,700. The high bid is MST General Contracting Restoration, Inc. at $18,925,925.

Run the numbers. Sharan's price sits $2,124,341 under APN's and $3,274,341, or 42.7%, under RK's. From low to high the spread is 146.6%, and the median of all 15 bids is $12,843,460. The middle of the field is tight: nine bids, from Fidelis at $11,971,700 through All-Con Contracting Corp. at $13,799,000, sit within $1.83 million of each other. The rest of that pack: A.B.C.D. Construction Corp., $12,370,777; J M & A Construction Corp., $12,465,500; Zaman Construction Corp., $12,481,700; Structural Preservation Systems, $12,843,460; Sea Breeze General Const., $12,889,091; Atlantic Specialty, $12,987,700; P & K Contracting, $13,351,700. PB Contracting Corp. bid $14,800,000 and ADP Group $17,228,900.

Creedmoor is the Office of Mental Health's inpatient and outpatient psychiatric center for Queens County. Building 40 is a repeat customer for OGS: its bid results list shows earlier Building 40 contracts for elevator rehabilitation (bid November 2020), lobby and security office renovations (June 2021), a nurse station and shower-room renovation (July 2022) and stair tower repairs (April 2023). OGS's plan for this contract carries 15% MBE and 15% WBE participation goals.

Why this matters. When the apparent low is 42.7% under the next clean number and nine other firms agree within $1.83 million on what the job costs, the agency will look hard at the low bid's scope before it awards anything. The pack is the market price here. The low is the outlier.

What to do next. The apparent low is not an award. Masonry, roofing and scaffold subs should price to Sharan and to RK, and M/WBE firms should reach both about the 30% combined goal. Follow the job on our board: RFI-000837.

Update, Sept. 28, 2026: OGS's tab now marks Sharan Builders' bid withdrawn. OGS lists 47261-C as awarded July 23, 2026, and its M/WBE utilization plan for the contract names RK Contracting Inc. as prime at $10,950,000.
