NYSDOT's Jan. 22 letting drew exactly two bids for contract D265631, bridge painting at various locations in the Bronx, Queens and Richmond counties. Ahern Painting Contractors Inc. was low at $20,893,024.00. FCS Group LLC bid $24,954,746.96, $4,061,722.96 back, a 19.44% gap. With two bids, that is also the full spread. The midpoint of the field is $22,923,885.48.

The contract is PIN XM26.03, a federal-aid job in Region 11. The ad listed a bid deposit of 5% of bid and a DBE goal of 0%. The proposal sets completion for June 16, 2028, giving the painter two and a half seasons.

NYSDOT does not print an engineer's estimate with its letting results. The public yardstick is the state's Transportation Improvement Program (STIP), which carries a construction line for each project. For PIN XM2603, the STIP carries $20.0 million for construction, split $16.0 million NHPP and $4.0 million state dedicated funds, plus $3.12 million for inspection. Ahern's low came in $893,024 over that construction line, 4.47%. FCS was $4,954,746.96 over it.

The STIP entry describes total painting of superstructure and substructure steel on 27 bridges, with limited steel repair where members show section loss or heavy corrosion. The stated goal is preserving the steel and extending service life. That program entry names Kings and Queens counties, while the letting and tabulation list the Bronx, Queens and Richmond. The bid documents govern where the crews actually go. Our board carries the job as RFI-002555.

Both bidders are known names on this kind of state work. Ahern appears on NYSDOT's list of successful bidders for contracts let from 2020 through 2024. FCS Group also bid a bridge washing contract in Albany, Greene and Rensselaer counties the same day and finished second of two there.

Why this matters. Total repainting of 27 bridges means containment, lead-abatement practice, blasting and steel repair, a specialty field that thins out fast above $20 million. Two bids is the market telling you how few shops can bond and staff this size of painting job in the city. It also explains why the low still landed over the state's number.

What to do next. Apparent low is not an award. Containment and scaffold suppliers, abrasive and coating suppliers, steel-repair subs and industrial hygiene and air-monitoring firms should be pricing to Ahern now.
