DASNY opened 30 bids on December 10 for the Office of Mental Health's South Beach Psychiatric Center Building 7 Interior Renovation and Window Replacement with Associated Asbestos Abatement, solicitation 3734909999 CR16, at 777 Seaview Avenue on Staten Island. DASNY builds for the state Office of Mental Health, and this is a single prime contract. ZHN Contracting Corp. is the apparent low at $10,397,738.

SRR Holdings is second at $10,478,786. Then JEMCO Electrical Contractors $11,292,556, KOKO Contracting $11,323,400, National Environmental Safety Company $11,666,000, Gem-Quality Corporation $12,290,526, Zaman Construction $12,500,000, Fratello Construction $12,688,000, APN Construction $12,999,000 and Lanmark Group $13,349,000 round out the top ten. The top of the tab is Whitestone Construction at $24,934,000, with C&L Contracting at $21,328,096 and D & S Restoration at $18,977,000 below it.

Run the tab. ZHN beat SRR by $81,048, 0.8 percent. Low to high is $14,536,262, a 139.8 percent spread, so the high bid is well over double the low. The median of the 30 is $15,025,459.50. DASNY put the estimated cost range at $10,800,000 to $11,600,000. ZHN came in $402,262 under the bottom, 3.7 percent. SRR was also under it, JEMCO and KOKO landed inside it, and the other 26 were above the top. Goals are 18 percent MBE, 12 percent WBE and 6 percent SDVOB. An apparent low is not an award.

DASNY's ad calls this part of a long-term consolidation plan for the South Beach campus. Building 7's scope covers asbestos abatement, interior demolition, removal and replacement of the windows and storefront, masonry repairs, interior construction and finishes, finish carpentry and built-in casework, new plumbing fixtures and domestic water piping, complete bathroom and toilet room updates, fire protection improvements, HVAC instrumentation and controls, electrical service and distribution, lighting, communications, security and fire alarm improvements. It is not DASNY's first solicitation on the building: the agency advertised a Buildings 6 and 7 renovation on the same campus in 2019.

Why this matters. Thirty bids is a crowd for a $10 million renovation, and it tells you how many general contractors want state health-care interiors in the city. The spread is the other story. The top two agreed within 1 percent and near DASNY's number, while 26 of the 30 were above the top of the range. Anyone pricing the next building in this consolidation has a clear read on where the winning number sits.

What to do next. Window and storefront, masonry, abatement, casework, plumbing, fire protection, controls and security subs should call ZHN Contracting while DASNY reviews the low.
