Fifteen firms were on the documents holders list as of October 5 for CS00058B, an MTA Construction & Development request for proposals for a project management consultant on two construction contracts. The first is HHM 407, Bridge Preservation at the Henry Hudson Bridge. The second is HHM 408, Miscellaneous Cleaning and Concrete Repairs at Dyckman Street Bridge Vaults. Proposals are due November 20.

So what does a PM consultant actually do? The notice spells it out: “project management, administration, inspection, and support services.” In plain words, this is the owner's crew on the job. They manage the job for the MTA, run the paperwork and inspect the contractor's work. MTA puts it at $1M to $5M over a 51-month term, funded 100% by the MTA, with goals of 15% MBE, 15% WBE and 6% SDVOB.

The asset is worth knowing. The MTA says the Henry Hudson Bridge opened in 1936 and connects northern Manhattan to the Bronx. The upper level carries northbound traffic and the lower level carries southbound. Preservation is the steady upkeep that keeps an old bridge in service, and HHM 407 is the contract that will do that work.

That construction contract is posted separately on the Bridges and Tunnels procurement page: HHM-407, estimated at $5M to $10M, 100% operating funding, a 4-year term, with bids due October 23. Put the two side by side and the consultant's 51-month term runs three months longer than the four-year construction contract.

The posted holders list is a floor, not a census. Firms on it include WSP USA Inc, Systra Engineering, Inc., HVEA Engineers, AI Engineers Inc, ALRA Engineers, P.C., MCSS Inc. and Simco Engineering DPC. With MBE, WBE and SDVOB goals on a consultant job, certified inspection and support firms should be calling the firms on that list now, before the teams lock.

What to do: the pre-bid conference is October 13 at 2 p.m., and the notice asked for attendee lists by noon October 6. Proposals are due November 20. If you build rather than inspect, the HHM-407 construction bid closes first, on October 23.
