Brooklyn Navy Yard Development Corp., or BNYDC, wants one construction management firm to run the replacement of the Building 203 steam back-up plant in its entirety and the renovation of the Building 365 substation and boiler. Read the paperwork before you pull a takeoff. This is a Request for Proposals for construction management services, not a hard bid. Proposals are due December 4 at noon, and the City Record posting is PIN 000351.

Both buildings took Hurricane Sandy damage. The RFP says both took approximately 4 feet of salt water above floor level, which damaged the boilers and associated equipment. Building 203, formerly Building 41A, sits next to the Yard’s co-generation power plant, and its back-up plant was used to back up the co-gen plant and to meet peak steam demand on the coldest winter days. Building 365, formerly Building 234, near the Yard’s north-west corner, has an electrical substation and a steam boiler serving the buildings around it. The money is federal: the RFP says the project is funded through FEMA’s Public Assistance Program, Project Worksheet 4273.

It’s not the Yard’s first restoration package lately. In May 2025 it bid the restoration of the Building 275 indoor substation. In September 2025 it bid the electrical and mechanical restoration of Berths 8, 9, and 10. In August 2026 it bid the restoration of boilers at Building 62.

Here’s how this one runs. Phase I is preconstruction and estimating, 90 calendar days, slated to begin March 2027. Phase II, construction and post-construction, runs 1,358 calendar days from a planned October 2027 start. Part A demolishes the existing Building 41A and builds a new Building 203. Part B renovates Building 365. The CM holds all subcontracts and works on a fixed fee that covers overhead and profit. The site sits inside the Yard’s Voluntary Cleanup Agreement area, so the CM and every sub work under the Yard’s Site Management Plan. And the RFP says selection is subject to the availability of funds.

CM firms: the pre-submission meeting is mandatory, at 8:30 a.m. Tuesday, October 20, at BNYDC’s Building 77 offices, with a site walkthrough after. Register at least 24 hours ahead. Skip the meeting and you can’t submit a proposal. Questions close November 13 at 5 p.m. Locally based and M/WBE firms are encouraged to propose, and a demonstrated commitment to M/WBE contracting is one of the scoring criteria.

Trade subs, boiler, electrical and demolition outfits included: you’re not pricing this round. The CM buys the trades. BNYDC anticipates awarding the CM contract on or about February 17, 2027, so the trade work comes after that. Put the Yard on your watch list now.
