NYCHA has a general plumbing contract out to bid in four pieces: Bronx, Brooklyn, Manhattan, and Queens with Staten Island. The Bronx package is RFQ 528385 on NYCHA’s iSupplier portal, listed as “SMD_Services_IDIQ for General Plumbing Bronx Focus.” The Bronx package closes November 5 at 10 a.m.

IDIQ is short for indefinite delivery, indefinite quantity. NYCHA signs you up, then sends the work order by order as its developments need it, so you’re pricing a contract, not a building. The term is 3 years from award, and NYCHA can extend it for up to two one-year extensions.

This split isn’t a one-off. NYCHA is lining up other trade work the same way. Its posted list of upcoming procurements carries IDIQ plumbing services split by borough. The bathtub enclosure contracts follow the same pattern, and so does carpentry time-and-material work. For a plumbing shop that lives in one borough, that’s the opening: you can chase the package aimed at the borough you know. The notice still calls the work citywide, so read how far that focus holds before you count on staying home.

The gates are real. Bid security is 100% of the contract minimum, and so are the payment and performance bonds. That’s the whole minimum, not a slice of it, so call your surety before you spend the estimating hours. You and every sub you carry must be registered with the state Labor Department. And you have to be approved on NYCHA’s Plumbing Services PQL, its pre-qualified list, before the bid closes. If you’re not on it, the notice says to apply no less than 15 days before the close date. Our board record shows no dollar value for it.

Next steps: the pre-bid conference is Thursday, October 8 at 11 a.m. on Microsoft Teams. It’s not mandatory, but NYCHA strongly recommends it. Questions are due October 13 at 11 a.m. If you’re not on the PQL yet, that application comes before any takeoff, because without it November 5 doesn’t matter.
