The School Construction Authority opens bids October 15 at 11 a.m. on solicitation 27-00012B-1, a job order contract for interior general construction renovation at public schools citywide. On SCA’s own bid schedule it reads “Job Order Contract – Interior GC Renovation,” listed for Various Schools/Boroughs (Citywide).

A job order contract is a standing order. You bid once, and the work comes as task orders over the contract term, school by school, as SCA needs it. Here’s how SCA itself describes the program, in its 2025 City Record call for construction managers: it “enables the SCA to rapidly engage contractors to perform construction and construction related services.”

That same 2025 notice lists the JOC work its construction manager would cover: Capital Task Force classroom conversions, site and exterior probes, flood elimination projects, and asbestos probe and abatement. The construction managers that call was hiring are responsible for coordinating between SCA, the JOC general and electrical contractors, the designers and school staff. An interior GC job order contract is the general-contractor seat at that table.

SCA’s schedule lists no dollar value for this one. For scale, a citywide SCA notice in the City Record in July 2016 carried an award amount not to exceed $10,000,000, and bidders had to be pre-qualified by SCA at bid opening. Check this one’s documents for its cap and its prequalification rule before you put an estimator on it.

Why it matters: one award puts you in line for a run of school interior work without chasing a stack of separate bids. If you’re not already set up with SCA, sort out the prequalification question first. The opening is October 15 at 11 a.m.
