The city’s Department of Environmental Protection has put construction of combined sewer overflow facilities on the Gowanus Canal out to bid. The contract ID is CSO-GC-SFS-OH-CP3, the E-PIN is 82626B0065, and bids close November 17 at 10 a.m. A project labor agreement applies, which means the union terms are set before you price a single hour.

Now the part that decides who can bid it with a straight face. There’s a virtual pre-bid at 10 a.m. on October 7, then a site walk at 2 p.m. at 2 Second Avenue in Brooklyn. The specs call that walk the only site access before bids. Miss it and you’re pricing a canal job off drawings.

These facilities exist because the federal government ordered them. EPA’s September 27, 2013 Record of Decision for the canal cleanup mandated the design and construction of two CSO facilities — tanks that catch rain-swollen sewage before it spills into the canal. EPA set the sizes: 8 million gallons at outfall RH-034 and 4 million gallons at outfall OH-007.

Look at that site-walk address. In DEP’s 2018 environmental findings, 2 2nd Avenue is the city-owned parcel named first for the Owls Head Facility, the 4-million-gallon tank. DEP’s own project page says its contractors are excavating and building that tank from Spring 2024 to Summer 2027, and that the project also relocates Sanitation Department facilities and creates 2 acres of waterfront open space. EPA’s December 2025 update says the tank’s perimeter wall was finished in late fall 2025 and soil removal was set to begin in early 2026. So DEP’s own paperwork puts that walk address on a tank site with work already in the ground. The posting doesn’t say how this contract fits with that work, so ask at the pre-bid.
