MTA Construction & Development has Atlantic Terminal Leak Remediation and Renewal out to bid as contract 6537, an invitation for bid that opens November 10. The MTA estimates it at $50M to $100M, with 1,060 calendar days to substantial completion. The solicitation notice lists the funding as 100% capital.
The scope, in the notice's words: “leak remediation, waterproofing, structural rehabilitation, and facility state-of-good-repair improvements” at the LIRR's Atlantic Terminal and the subway's Atlantic Avenue-Barclays Center station complex in Brooklyn. That's where a commuter railroad terminal and a major subway complex meet. The MTA's capital-project listing for this contract says the work “investigates and addresses water leaks and water damage” to improve station condition and reduce ongoing deterioration. Water in a station doesn't stay a puddle problem. It works on the concrete and the steel, which is why the scope pairs waterproofing with structural rehab.
Here's the thing to read twice. That same capital listing tags the delivery method as DBB (A+B), design-bid-build with an A+B bid. On an A+B job you bid price plus time, so if that carries into the bid form, your schedule is part of your number. Check the bid documents before you assume it does.
Goals are 15% MBE, 15% WBE and 6% SDVOB. The notice also puts this job in the MTA's Enhanced Utilization Credit Initiative, run with Empire State Development, which allows an additional 50% credit toward the utilization of EUCI-eligible firms. For a GC building its sub list, that makes an eligible waterproofing or concrete-repair sub worth more on paper than the same price from a firm that isn't eligible.
The posted holders list showed five firms as of October 5: Paul J. Scariano, Inc., FOS Development Corp, Vertex Engineering PC, Pullman SST Inc. and a firm the list prints as Structural Preservation System. A posted list is a floor, and it's early.
What to do: you need SAM registration and an MTA bidder/supplier number before the MTA will process a document request, so start there. The virtual pre-bid is October 14 at 10 a.m. (register through the procurement representative named in the notice), and the site tour is October 15 at 10 a.m. in front of the LIRR Ticket Office at Flatbush Avenue and Atlantic Avenue. Bids open November 10.
