The New York Power Authority (NYPA) put the Albany GSD Landfill Solar PV Project EPC Services contract out on the state Contract Reporter as CR#2139568, due November 17. EPC means engineering, procurement and construction: one contract, one firm that designs the array, buys the panels and gear, and builds it. The posting gives the location as 1 Richard J Conners Blvd, Albany NY 12204.

That address is the one the City of Albany lists for its Department of General Services. In April 2025 NYPA announced that it and the City of Albany would co-develop a 1.5-megawatt solar project at the capped North Albany/Shaker Park landfill, built adjacent to the city's Department of General Services headquarters. The posting doesn't name North Albany/Shaker Park, but its title and address line up with that project. NYPA said the ground-mounted farm is estimated to come online in 2027 and will power the equivalent of more than 200 homes.

So why is the owner buying now? NYPA said its subsidiary, the New York Renewable Energy Development Holdings Corporation (NYRED), will construct the project, and that the city and the Power Authority had finished pre-feasibility studies and would move to the next phases, including an interconnection application to the local utility. An EPC contract is how that plan turns into a crew on site. If this is that project, it's also NYPA's first in its REACH program, which the authority says will provide bill credits for eligible low- or moderate-income households once the project is online.

Now, 1.5 MW is not a big array. What makes this one different is the ground under it. Before you price racking, find out what the documents allow on the landfill cap, how much of the interconnection scope sits with the EPC, and who carries the utility schedule. Those answers move a number more than panel pricing will.
