The State Office of General Services is renovating the Yonkers Armory at 2 Quincy Place, and it split the job into four separate prime contracts instead of one general contractor carrying the whole building. General construction, electrical (RFI-003050), HVAC (RFI-003051), and plumbing (RFI-003052) each bid on their own, which means four different firms could end up holding four different contracts on the same building at the same time.

That split matters beyond who signs which contract. On a multi-prime job like this, there's no single GC managing the trades underneath them — each prime answers to the owner directly, and coordination between the electrical crew and the HVAC crew happens because the schedule says so, not because one contract says so. If you're bidding HVAC or plumbing here, read the coordination clauses closely; that's where the friction shows up on a four-way split.

All four contracts carry the same MWBE goal of 30%, with SDVOB goals of 6% on the general construction contract and 3% on each of the trade contracts. And all four just moved: OGS pushed the bid date from October 7 to October 14 for every contract in the package, according to the agency's own update on October 5. The dollar ranges are in the $1 million to $3 million band — general construction and electrical each estimated between $2 million and $3 million, plumbing between $1 million and $2 million — squarely in the size range where a lot of regional trade contractors actually compete.

If you pulled plans before the date moved, go back and confirm you're working off the current addenda — a week's slip is exactly the kind of thing that gets missed when a crew is heads-down pricing.
