NYC DOT has a request for proposals out — due November 6 at 2:00 PM — for design and construction support services on the pedestrian bridge connecting Crocheron Park to Little Neck Bay in Queens. This is an RFP, not a construction bid: it hires an engineering firm, and the actual construction contract will be let separately, later.

The job is contract HBQ231880 under DOT's Division of Bridges, solicitation number 84127P0001. The bridge crosses the Belt Cross Island Parkway, runs 181 feet long and 12.9 feet wide, and was built in 1941 with no major rehab since. A May 2025 inspection flagged urgent corrosion on the main girders. DOT's plan is to replace the superstructure, rehab the substructure, and swap the existing stairs for an ADA-compliant ramp.

The contract runs 2,192 consecutive calendar days total from notice to proceed through the end of construction — 545 days of preliminary design, 551 days of final design, then 1,096 days of construction support. No construction cost is listed. The winning engineering firm has to competitively bid out field investigation work to at least three vendors, carrying allowances of $56,000 for soils investigation, $27,000 for hazmat sampling and testing, $22,000 for concrete coring and testing, and $27,500 for work-zone traffic control during inspections.

That last detail is the one worth circling: those allowances are work the engineer buys from outside firms, not work DOT buys directly. Soil drillers, testing labs, and traffic-control contractors should treat this as a lead to watch — not for DOT, but for whoever wins the engineering contract. Proposals go in through PASSPort only.
