MTA Construction & Development opened two repair contracts for subway car maintenance facilities on back-to-back days. Contract C35336, Component Repairs at the Coney Island Overhaul Facility in Brooklyn, drew 10 bids on Nov. 20. Contract C33943, DCE Car Washer Component Repairs at the Canarsie, 207th Street and Jamaica yards, drew seven on Nov. 21. Neither has been awarded.

Coney Island, C35336. FOS Development Corp. is the apparent low at an evaluated $25,527,086: a $24,670,555 gross sum price (A) plus $856,531 for railroad-supplied services (B). Behind it, by evaluated total: Zaman Construction $29,662,326; Infinity Contracting Services $31,704,319; Sea Breeze General Construction $32,880,101; Richards Plumbing & Heating $33,832,564; B&R Construction Services $34,790,776; Zion Contracting $34,910,145; TDP Associates $36,796,059; Technico Construction Services $39,141,000; and Nagan Construction $41,817,030. FOS leads Zaman by $4,135,240, or 16.2%. The high bid is 63.8% over the low, and the median is $34,311,670. The notice covers masonry facade repair on the Main Building, five new windows in the Paint Shop, new unit heaters and wiring, and driveway, drainage and track work at Track 40. It listed the job at $10 million to $50 million, with goals of 15% MBE, 15% WBE and 6% SDVOB and an 834-day term.

Car washers, C33943. The top line of this tab belongs to magic Electric Inc., which entered $1 on each of the three bid lines: the A price, the B value for milestone duration and the B value for railroad-supplied services. That adds up to an evaluated $3. The tab gives no explanation. The lowest priced bid behind it is C.A.C. Industries at $90,722,201.59 evaluated ($69,138,000 A). Then come J-Track $98,109,310 ($79,413,835 A); Infinity Contracting Services $102,093,774 ($76,286,000 A); FOS Development $116,280,570 ($90,414,000 A); Technico $116,650,775 ($86,988,550 A); and T. Moriarty & Son $121,125,225 ($89,734,300 A). Among those six priced bids, C.A.C. leads J-Track by 8.1%, and Moriarty's high is 33.5% above C.A.C. Infinity had the second-lowest A price but finished fourth on the tab once schedule value was added. The notice estimated $50 million to $100 million, and C.A.C.'s A price sits inside that range.

According to the notice, the car washer contract replaces nozzles, storage tanks, pumps, air curtains and controls; repairs the washer buildings' walls and roofs; installs new piping, drain pans and HVAC units; upgrades fire alarm and intercom; replaces track, third rail and ballast at the 207th Street Yard washer; and adds flood mitigation at Canarsie Yard. The term is 1,079 days, with the same 15/15/6 goals and 100% MTA funding. It is the second big DCE facility contract in a year: C&D awarded C33946, DCE Component Roof Repairs at the Coney Island Overhaul Shop, to Zion Contracting for $51,670,284 in December 2024.

Why this matters. The subway cannot keep its cars clean and inspected without its wash racks and overhaul shops, and the MTA is spending real money on them. Ten bids at Coney Island shows a deep bench of mid-size GCs for shop work. The car washer tab is a reminder that the apparent low on screen is not the end of the story. The agency still reviews every bid for responsiveness before it awards.

What to do next. At Coney Island, masonry, window, heating and track subs should price to FOS. On the car washers, mechanical, piping, controls, roofing and track trades should wait to see which bidder the MTA recommends for award before committing numbers. Update, Sept. 28, 2026: C&D's 2025 award list shows C35336 awarded to FOS Development Corp. on Dec. 26, 2025, for $24,670,555, FOS's A price. C33943 was awarded to C.A.C. Industries, Inc. on Dec. 30, 2025, for $73,138,000. That award is $4,000,000 more than the $69,138,000 A price C.A.C. entered on the tab; the award list does not explain the difference.
