The state Office of General Services opened 31 bids Nov. 19 on contract M3195-C, facade repairs at Queensboro Correctional Facility, 47-04 Van Dam Street in Long Island City. One general-construction contract, 31 envelopes.

A.B.C.D. Construction Corp. is the apparent low at $3,200,400. Sky Heights Construction Corp. is second at $3,236,786, a gap of $36,386, or 1.1%. Bloom Construction is third at $3,740,400 and ZHN Contracting Corp. fourth at $3,888,000. The high bid is Strong Steel Door Corp. at $8,774,000, 174.2% over the low. The median is $5,127,400.

Below the top four, the field packs in. J M & A Construction bid $4,470,000, B N Restoration $4,497,786, East Coast Builders Group $4,500,400, APN Construction $4,600,000, Fidelis Contracting $4,655,000, Atlantic Specialty $4,677,400 and Ladi Construction $4,700,000: seven bids inside $230,000. Twenty-two of the 31 came in between $4.47 million and $5.84 million. The tab flags one bid, Sharan Builders at $5,477,483, with the code "IBS - Incomplete Form, No Financial Statement of Surety."

Queensboro is a minimum-security state prison for men run by the Department of Corrections and Community Supervision. OGS's utilization plan for this contract carries 15% MBE and 15% WBE goals.

Why this matters. Thirty-one bids on a facade job says two things: small and mid-size envelope contractors are hungry, and a state facade package in Queens is close enough to home for most of them. It also means the margin is gone. The first two bids sit 1.1% apart and more than $500,000 under everybody else, the kind of gap an agency checks against the drawings before it awards.

What to do next. The apparent low is not an award. Masonry, sealant, scaffold and window subs should price to A.B.C.D. and Sky Heights, with Bloom in reserve, and M/WBE firms should reach all three about the 30% combined goal. Follow the job on our board: RFI-000882.

Update, Sept. 28, 2026: OGS's tab now marks both the A.B.C.D. and Sky Heights bids withdrawn. OGS lists M3195-C as awarded June 22, 2026, and its utilization plan names Bloom Construction, Inc. as prime at $3,740,400, $540,000 above the original apparent low.
