Nassau County opened bids on three lateral sewer lining and rehabilitation contracts on August 18. The S30052 series covers Massapequa and Massapequa Park, Lawrence and Inwood, and Glen Cove — three separate packages, same scope, same day. Two firms bid on each one. That is it.

JR Cruz Corp. of Holmdel, N.J., was apparent low on all three. Bancker Construction Corp. of Islip was the only other bidder on each package. The spreads tell the story:

Massapequa and Massapequa Park (S30052-01G): JR Cruz at $6,245,400, Bancker at $12,594,035 — a 102% spread. Lawrence and Inwood (S30052-02G): JR Cruz at $7,420,170, Bancker at $13,432,485 — 81% spread. Glen Cove (S30052-03G): JR Cruz at $7,978,200, Bancker at $13,995,278 — 75% spread.

Combined, the low bids total $21,643,770. The high bids total $40,021,798. That is $18.4 million of daylight between two firms on a single program, with nobody else in the room.

Two bidders on a $21.6 million underground utilities program is thin by any measure. Spreads between 75% and 102% raise the obvious question: is $6.2 million the right price for Massapequa sewer rehab, or is $12.6 million? With no engineer's estimate published and no third bidder to triangulate, the county's evaluation is the only check on that number.

None of these contracts have been formally awarded yet. The county's Department of Public Works is reviewing the bids.

Why this matters. If you do underground utilities work on Long Island, this program just told you two things: there is $21.6 million in sewer rehab moving through Nassau County right now, and the field that showed up for it was almost empty. Whether that means opportunity or a market with barriers worth understanding depends on why only two firms bid. Either way, it is worth knowing before the next round of DPW solicitations posts.

What to do next. Nassau County DPW has two more solicitations due September 29: a 2027 General Requirements contract (H66302-REQ1) and a Merrick Avenue signal expansion (T62461-01G). Both are on our RFP Wire board. If you sat out the sewer program, the GR contract is a different entry point into the same agency.
