DASNY opened 13 bids on September 9 for the replacement of the air handling units at Shuster Hall, with associated asbestos abatement, at CUNY's Herbert H. Lehman College, 2900 Goulden Avenue in the Bronx. The solicitation is 357800/CR17. Kordun Construction Corp. is the apparent low at $15,962,000.

Run the tab. Kordun is $674,086 under CVM, a 4.2 percent gap. Low to high is $6,105,000, a 38.2 percent spread, tight for a field this size. The median is $19,166,000. DASNY's ad put the estimated construction cost at $21 million to $22 million. Kordun came in $5,038,000 under the bottom of that range, 24.0 percent. Twelve of the 13 bids were under $21 million. Only Dynamic US, at $22,067,000, came in over the top. Goals are 18 percent MBE, 12 percent WBE, 6 percent SDVOB and a 45 percent minority and women workforce goal. An apparent low is not an award.

Shuster Hall is a 90,000-plus square foot building, and it stays occupied. DASNY's ad calls for new air handling units, replacement of the perimeter heating system pumps and controls tied into the campus-wide building management system, plus electrical power for the new equipment, ceiling and finish work and hazardous material removal. The work has to be phased around the administrative offices in the building, and the ad says the job brings the building's mechanical systems up to current NYC Building Code and Energy Code requirements.

Why this matters. When 12 of 13 mechanical-heavy bids come in under the owner's range, and the whole field sits inside $6.1 million, the estimate is the outlier, not the bidders. That is useful for anyone pricing the next CUNY air-side replacement: DASNY's number on this one was high. The tab also shows who is chasing occupied-building HVAC work at CUNY right now, a mix of general contractors and mechanical shops.

What to do next. Sheet metal, controls, insulation, electrical and abatement subs should get to Kordun while DASNY reviews the low. The job is RFI-000943 on our board. Phased work in an occupied building means long durations and off-hours shifts, so price the schedule, not only the equipment.
