Six contractors bid Contract D37493, Upgrade and Replacement of PBX-2 at Jay Street Station in Brooklyn, when MTA Construction & Development opened it on Sept. 17. ExterNetworks Inc. is the apparent low at an evaluated $9,762,710, and nobody else was close. The next bid was CRC Associates at $15,683,000, which puts ExterNetworks $5,920,290, or 37.7%, below it. There is no award yet.

D37493 is bid A+B, a construction price plus a value for the milestone schedule. ExterNetworks bid $7,512,710 A and $2,250,000 B. The rest of the field by evaluated total, with A prices: CRC Associates $15,683,000 ($13,683,000 A); TDP Associates $18,350,000 ($16,600,000 A); TC Electric $18,631,000 ($16,531,000 A); Sea Breeze General Construction $21,537,115 ($18,637,115 A); and TAP Electrical Contracting Service $22,550,000 ($19,500,000 A).

The high bid is 131% above the low, and the median is $18,490,500. The five bids behind ExterNetworks sit within $6.9 million of each other, and ExterNetworks' A price is barely more than half of CRC's. A gap that wide on a systems job usually means the agency takes a close look at scope before it awards. Twenty-five firms held documents in mid-June, when the bid date was July 16. The opening slid two months, to Sept. 17.

PBX-2 is the phone switch behind the station voice network at the Jay Street complex. The MTA's capital listing says the new IP-based system will carry Help Point intercoms, emergency and maintenance phones, booth lines, and station paging and announcements, with backup power and redundant network paths.

Why this matters. Station communications are a small-dollar, high-consequence niche. Help Points and emergency phones have to keep working through the cutover. A low bid nearly 38% under the field is either a firm that knows this system cold or a price that will be tested in pre-award review. Either way, this is work where telecom specialists can beat the general electrical shops.

What to do next. Low-voltage cabling, network integration, and battery and rectifier suppliers should talk to ExterNetworks while the MTA reviews the bids. The apparent low is not an award. The board listing is RFI-001909.
