Five Department of Buildings cases closed out at OATH/ECB hearings today, all ending the same way: a finding of "in violation" and a civil penalty, per OATH/ECB Hearings (Case Status) records.
The largest single respondent presence came from 132 West 45th Street in Manhattan, where B K B W Realty Corp, c/o Skyline, was cited on two separate tickets from an August 11 inspection. One ticket, number 039200049K, covers elevator maintenance — DOB's record describes a drop-ceiling section inside the elevator car not properly secured to the top exit escape hatch, a condition cited under ASME A17.1, and a car-door separation issue, carrying a $625 penalty under charge code B251 (failure to maintain elevator or conveying system). A second ticket at the same address and block, number 039200130H, cites garbage bins obstructing egress passageways throughout the building, a $1,250 penalty under charge code B202 (failure to maintain building in code-compliant manner).
At 520 West 163rd Street in Manhattan, Three in One Equities LLC was cited (ticket 039200104Y) after inspectors found the elevator's in-car emergency communication device not connected to a continuously staffed location as required under Appendix K — a $625 penalty, also under the elevator-maintenance charge code.
At 205 West 85th Street, AMDA Inc was cited (ticket 039200083Y) for a defective hot-water thermometer on an HB Smith boiler and an oil burner that was not modulating automatically between low and high fire, per the violation record. That ticket carried a $1,250 penalty, which DOB's record shows has been paid in full.
At 18 West 103rd Street, cited under respondent name 18 W 103rd St HDFC Manhattan V, DOB's inspection found a window air-conditioning unit installed at a fifth-story window without a required support bracket, with the unit observed leaning outward. That ticket (039200035J) carried a $1,250 penalty under the general code-compliance charge.
All five cases show a compliance status of "All Terms Met" and zero balance due as of today's hearing records, meaning the penalties have been resolved through payment or terms, not necessarily corrected on-site as of the inspection date — DOB's violation record is separate from any later correction filing.
Separately, DOB's complaint intake logged three new active complaints over the past two days: one at 226 West 136th Street (category 45), one at 870 Freeman Street in the Bronx flagged to the elevator unit (category 6S), and one at 2051 Grand Concourse (category 23). These are unverified complaints, not confirmed violations, and carry no finding yet.
