Fifteen Department of Buildings violation cases go before OATH/ECB hearing officers on September 10, according to the Office of Administrative Trials and Hearings' case status records. The docket spans Manhattan, Brooklyn, Queens, the Bronx, and Staten Island, and most of the underlying inspections date back to last summer and fall.
The largest concentration sits at 950 Third Avenue in Manhattan, where five separate tickets against respondent 950 Third Avenue LLC all cite the same code violation. Per DOB records, inspectors on July 6, 2026 found the building's firefighters' emergency operation service — Phase 2, the elevator recall function used by FDNY during a fire — not working properly at three separate inspection times that day, a violation of ASME A17.1 Section 2.27.3. Each ticket carries a $625 total violation amount; compliance status on all five is listed as "All Terms Met."
At 18 West 116th Street in Manhattan, respondent Ardsley Construction Serv was cited July 7 for having a new building permit (M08023712) and a fence permit issued but not posted anywhere at the job site, per DOB records — a $300 violation under Administrative Code 28-105.
Two active job sites drew work-without-conformance citations dated July 1. At 1065 Madison Avenue, Urban Builders Group Ltd was cited after inspectors found a supported scaffold installed contrary to approved plans, with the inner bay resting on a cantilevered bicycle-rack bracket, per DOB records — a $1,250 violation. At 830 Third Avenue, Wesbuilt Construction Man was cited the same day for a sidewalk shed installed at two building exposures that did not match approved drawings, including missing cross braces, also $1,250.
At 376 West Broadway in Manhattan, respondent 376 West Broadway LLC (c/o Sand, address on file in West Palm Beach, Florida) was cited July 2 for grease traps installed without required vents and incorrectly installed kitchen waste piping, a $1,250 violation under Administrative Code 28-301.
At 410 West 47th Street, West View Realty LLC was cited July 1 for occupying an altered building beyond the scope of its temporary certificate of occupancy — DOB records show a TCO issued March 23, 2026 that the inspection found exceeded — a $1,250 violation.
Several older cases on the same hearing date carry defaulted results and outstanding balances rather than completed hearings, including a $25,000 penalty against Sam Sup Yang tied to a fire escape obstruction at 259 Brighton Beach Avenue in Brooklyn, and a $5,000 penalty against On Star Management LLC tied to unweatherproofed adjoining-property exposure during new-building work at 89-61 162nd Street in Queens.
All figures are drawn from OATH/ECB Hearings (Case Status) records as of this writing; hearing results for Wednesday's calendar had not yet posted. Firms or owners appearing here are named because they appear as respondents in the public hearing record.
