Nineteen Department of Buildings violations head to OATH hearings Wednesday, November 4, with the bulk of the construction-related tickets centered on one recurring theme: permits that expired or were never posted at the job site, according to OATH/ECB hearing records.

At 181 North 8 Street in Brooklyn, two separate respondents were cited over the same inspection. DOB records show Watson's Plbg Htg Bdg was ticketed at 6:30 p.m. on August 31 for failing to post an active plumbing permit, B01120967-S2-PL, which the record notes does not expire until February 3, 2027. The same inspection produced a second ticket against Bee Constructions LLC, cited for two unposted permits tied to the same job -- B01120967-S3-MS and B01120967-I1-GC -- which per DOB records expired September 30, 2026. Both tickets carry a $300 penalty under charge code B220, failure to post or properly post a permit.

Two more expired-permit tickets hit active construction fences. At 283 Monroe Street in Brooklyn, DOB records show NYC Building Solutions Co was cited August 26 for a construction fence still standing after its temporary equipment permit, B00526980-I1-FN, expired May 28, 2026 -- a $1,250 penalty under charge code B207. At 105 Blake Avenue in Brooklyn, Builders Group USA Inc was cited August 25 for a construction fence at a six-story new building whose fence permit the inspector found had also expired, per the violation record -- another $1,250 penalty under the same code.

Elevator maintenance drew two citations at 2817 Atlantic Avenue in Brooklyn, where DOB records show 2815 Atlantic Holdings LLC was cited twice on July 17 for the same elevator system: missing fire service access provisions and an oversized governor access panel that the inspector noted created a fall risk into the hoistway, per the violation details. Each ticket carries a $625 penalty under charge code B251, failure to maintain an elevator or conveying system. A separate elevator violation at 1585 East 14 Street in Brooklyn cited 1585 E 14th Street Owners Corp for expired inspection tags and a rusted, bolt-missing stairway to the motor room, a $625 penalty under the same code.

The remaining tickets in Wednesday's calendar are lower-stakes property maintenance and zoning matters: illegal parking pads cut into front yards in Brooklyn and Staten Island, fences exceeding the four-foot height limit in residential zones, an inadequate-housekeeping citation at 369 Bergen Street in Brooklyn for combustible garbage stored at the rear of the building, and a code-compliance violation at 139 South 8th Street in Brooklyn for dead vines left on the facade since a 2024 citation. All carry hearing results of "in violation" per OATH/ECB records, with compliance status listed as "All Terms Met."

Separately, DOB's complaint-intake system logged two new active complaints November 2: an elevator complaint at 650 Ocean Avenue in Brooklyn and a complaint at 197-25 Linden Boulevard in Queens. Both remain open per DOB records and are not yet linked to any violation or hearing outcome.
