Twenty-three Department of Buildings violation cases are scheduled for OATH/ECB hearings in Manhattan on November 5, per DOB and OATH hearing records — a routine docket of maintenance and compliance citations, not a cluster tied to any single incident.

The largest share involves elevator maintenance. DOB cited 11 West 25 Street, 5057 Broadway, 5009 Broadway, 337 West 138 Street, 155 Attorney Street, 114 West 143 Street and 123 West 104 Street, all in Manhattan, for failing to maintain elevators or conveying systems — expired brake and category-1 inspection tags, inoperable car lights, defective emergency communication, and missing machine-room access, according to DOB records. Each carries a $625 violation amount under code section 28-304. At 123 West 104 Street, DOB records show the $625 penalty has already been paid in full.

Facade and structural maintenance citations hit three addresses. At 12 East 31 Street, DOB cited Triumph Hotels for a cracked coping stone at roof level and inadequate air-conditioning support observed on the building's east and south elevations, a $2,500 violation under the facade-maintenance code. At 430 Amsterdam Avenue, 430 Amsterdam Partners LLC was cited for a continuous crack along a stairwell skirt board running from the second- to third-floor landing, a $500 violation. At 338 East 59 Street, DOB cited the site's parking structure — a cellar-plus-six-level structure — for cracking at the north elevation facade, a $1,250 violation.

Active job sites drew several citations. At 345 East 17 Street, DOB cited Level 10 Construction for inadequate housekeeping during construction of a 13-story building, citing scaffold parts, debris and personal items left on multiple floors and on the sidewalk shed roof setback, a $1,250 violation. At 105 East 118 Street, DOB cited Mega Contracting GP LLC after observing an excavator working adjacent to a Park Avenue support-of-excavation system where a surcharge location wasn't shown on approved documents and marked rakers were omitted, a $1,250 violation for work not conforming to approved construction documents. At 711 West 179 Street, DOB cited Safetech Enterprises Corp for keeping temporary construction equipment on site after its fence permit expired, a $1,250 violation. At 188 Grand Street, DOB cited Jerome G Stabile III Realty for the same type of violation — expired permit for temporary construction equipment — a $1,250 penalty DOB records show has been paid in full.

Two sites were cited for failing to post required permits: 458 West 20 Street (Teamwork Enterprises Inc, $300) and 275 7 Avenue (Unity Construction Group, $300), both routine posting violations under code section 28-105, according to DOB records.

Smaller citations round out the docket: 5057 Broadway's FIS Associates LLC and 5009 Broadway's Melmike Realty LLC were each cited $625 for elevator deficiencies including expired brake tags and a missing emergency phone; 706 Amsterdam Avenue's owner was cited $1,250 for backyard sewage flooding from an unmaintained drain line; and a Capitol Hall Preservation Housing property at 166 West 87 Street has a $1,250 penalty docketed as a judgment after DOB records show it failed to file a certificate of correction for a 2025 sidewalk cellar-door violation.

All but the Capitol Hall Preservation Housing case show a hearing result of "in violation" with compliance status "All Terms Met," per OATH/ECB hearing records; the Capitol Hall case remains listed with a penalty due.
