DOB hit a cluster of buildings across three boroughs with Class 1 and Class 2 violations on October 1, and the paperwork tells a pattern: sidewalk sheds and facades that stopped getting maintained after they went up.

At 311 East 119th Street in Manhattan, per DOB ECB records, the respondent (311 East 119 LLC) was cited for failing to file a certificate of correction on a Class 1 facade violation issued back in November 2023 — despite the inspector noting the facade conditions have "visibly" changed since then. Two doors down at 300-302 East 119th Street, the respondent (300-302 East 119 Sthousin) drew the same citation: access was gained and conditions corrected, but no certificate of correction was ever filed for a 2023 violation citing stucco wall and vertical defects. Both carry $1,250 penalties and hearings set for December 10.

At 413 East 120th Street, La Casa Nuestra HDFC was cited for failure to maintain its exterior facade — vertical cracks at the second story and loose masonry at the second and third stories, per the violation record. Penalty: $2,500, hearing December 10.

Sidewalk sheds drew their own round of citations. Traditional Waterproofing, working at 25-21 49th Street in Astoria, was cited twice on the same inspection: a supported scaffold missing cross-bracing and mixing different-size frames, and a sidewalk shed missing its required parapet information panel — combined penalties of $3,750, hearing December 10. In Brooklyn, 410 Henry Street (Eltaieb 2017 Family Trust) was cited for a shed with no adequate illumination at its street-facing exposure, a $2,400 penalty. A shed at 1839 Bogart Avenue in the Bronx (SLR Restoration Inc) drew a $2,400 citation for damaged, loose parapet walls held up with nothing more than wire ties, per the inspector's description. And two more Bronx-adjacent addresses — 135-11 Mott Street and 284 Mulberry Street in Manhattan — show open DOB complaints logged October 2 under the same construction-safety category, though no ECB violation has posted yet for either as of this writing.

None of these are allegations of injury. They're maintenance and paperwork failures — unfiled certificates, expired permits, lighting that went dark — the kind of violation that piles up when a shed or scaffold sits past its planned duration. Every one of these carries an active balance due and a hearing date in December; a contractor pulling a permit or buying one of these addresses should check OATH/ECB's online portal before assuming the record is clean.
