The respondent of record is Weiss Morris. A hearing is scheduled for November 18 at 10:30 a.m.

At 852 Pennsylvania Avenue in Brooklyn (BIN 3097772, Block 4368, Lot 1), DOB cited four wall-hung boilers installed with no permit on file — also Class 1, also a $2,500 penalty, also a November 18 hearing. The violation notes the work must be filed and performed by a licensed master plumber. The respondent of record is HKS Corp.

The third Class 1 citation went to Touchstone Renovations LLC, tied to a property at Block 1937, Lot 27 in Manhattan (BIN 1058710). DOB records describe a supported scaffold above a sidewalk shed with an inadequate guardrail system, missing and unsecured platform planks, and missing pins throughout — a $5,000 penalty, the steepest of the eight. No injury is recorded in connection with the citation. Hearing: November 5, 9:30 a.m.

The remaining five are Class 2 and Class 3. At 155 West 72nd Street in Manhattan (BIN 1002977), JJS Real Estate General P was cited for a stairway door out of plumb and difficult to open — a failure-to-maintain violation, $1,250 penalty, hearing November 5. At 102-19 81st Street in Ozone Park, Queens (BIN 4188854), Rahman Hafizur was cited for two roll-down gates installed at a two-car garage with no permit on record, $1,250 penalty, hearing November 10. At Block 9549, Lot 73 in Queens (BIN 4203382), Servin Manuel was cited for a roughly 12-by-12-foot wooden deck with masonry footing built without a permit, $250 penalty, hearing November 10. J&R Restoration was cited for failing to file a certificate of correction tied to BIN 2014130, Block 3190, Lot 50 — DOB's inspector found no access and no certificate on file, $1,250 penalty, hearing November 6. And at 4711 12th Avenue in Brooklyn (BIN 3114590), Ocean 152 LLC was cited after an inspector found a rear-bedroom floor in Apartment 11U with buckling, separating floorboards exposing the subfloor, $1,250 penalty, hearing November 18.

None of these violations has been adjudicated. Each carries a hearing date at the OATH/ECB tribunal, and respondents can contest the citation, negotiate a stipulation, or pay the penalty before that date. Separately, DOB's complaint queue shows three new complaints entered September 3 — for illegal conversion, boiler/heat, and elevator issues respectively — that have not yet been inspected or substantiated; a complaint is an allegation only and is not evidence of a violation.

For a contractor pulling permits at any of these BINs, or bonding a job tied to one of these respondents, the takeaway is straightforward: check the BIN's full ECB history on DOB NOW or BISWeb before bidding adjacent work, and budget for the possibility that an active Class 1 citation slows down a co-located job's inspections.
