The apparent low bid — $5,974,000 from ENL Mechanical Incorporated — is marked rejected on the Construction Fund's own results report. That leaves Dynamic US, Inc. sitting as the lowest standing bid at $6,988,300, a full $1 million above the number that actually crossed the table first.
The job is replacing Steam Boilers 3 and 4 in the Physical Plant at SUNY Maritime's Fort Schuyler campus in the Bronx, and every one of the 18 totals on the sheet — from Dynamic's $6.99 million up to ACS System Associates' $12,335,200 — includes a $390,200 field order allowance baked into the number. That's the state's cushion for the change orders that always show up once you open a boiler room's walls; it's not extra scope, it's built-in contingency, and it's the same across every bid so the comparison stays honest.
What you can't tell from the public sheet is why ENL got bounced. Rejections at this stage are almost always a paperwork problem — a missing bond form, a non-conforming bid item, a late addendum acknowledgment — not a judgment on the number itself. But it's a reminder that low doesn't mean low: SUCF's bid sheets get checked line by line before anyone's declared apparent low, and a $1 million gap between the rejected bid and the next one is exactly the kind of spread that invites a protest if ENL wants to fight it.
Below Dynamic, the field spreads out fast. Second-place Boilermatic Welding Industries came in at $7,311,000, just 4.6% over Dynamic — a tight top that says two firms read the steam plant drawings the same way. But the tail runs all the way to $12.3 million, more than double the standing low, which tells you this scope reads very differently depending on who's pricing the demo and the tie-ins. This is not yet an award — SUCF still has to finish its review — but with 18 bidders and one disqualification already on the books, Dynamic US has real work to do to hold the position.
