Two primes posted sub ads on the New York State Contract Reporter for the Southtowns Advanced Wastewater Treatment Facility Phase 2 Expansion. Mark Cerrone, Inc. is CR#2139528, and its listing names Contract No. 75. Union Concrete and Construction Corp. is CR#2139603. Both list November 5 as the due date. That's the same day the Erie County Department of Environment and Planning takes sealed proposals for Erie County Sewer District No. 3, until 2:00 pm, at 95 Franklin Street in Buffalo, where they'll be publicly opened and read aloud.

Look at the scope. The county's ad lists two new biological oxygen UNOX reactors, an aerated influent channel, four new clarifiers with an integrated flow distribution structure, a new return activated sludge pump station and a tunnel extension. It also covers improvements to the existing influent pump stations, the four existing UNOX reactors and the electrical facilities. Then comes the trade list: demolition, asbestos and lead-based paint abatement, concrete, masonry, metals, thermal and moisture protection, doors and windows, painting, plumbing, HVAC, electrical, security, civil, utility, and instrumentation and controls. That's nearly every trade in the book.

This is the second act of a bigger job. The county says the multi-phase project is estimated to approach $200 million, and it says the first phase was completed in Summer 2026 at a total cost of approximately $60 million.

Here's the thing about a due date that matches the bid opening: you can't ride it. The county closes the box at 2:00 pm on November 5, and a prime needs your number in hand before it can finish its own. Ask each prime what time it wants your quote. Two primes chasing subs means two shots at the same work, so price it once and send it to both.

Neither ad, as boarded, spells out trades or set-aside goals. The county posts the bid documents on its website, so pull them and check the participation requirements before you price. The pre-bid meeting was October 1 at the plant on Lake Shore Road. If you missed it, ask the primes what came out of it and watch for addenda. Mark Cerrone, Inc. is also taking sub bids on Alternative Pedestrian Access to Goat Island in Niagara Falls, due October 14, if you work that end of the state.
