New Jersey Treasury's Division of Property Management and Construction (DPMC, the state's construction buyer) is bidding Project No. C1102-00, roof replacement for the outer housing units at the Garden State Youth Correctional Facility, 55 Hogback Road, Chesterfield, Burlington County. The construction cost estimate is $2,705,318. Before anything else, put October 20 at 10 a.m. on your calendar. That's the mandatory pre-bid at the facility's main entrance, and the ad says “ONLY BIDS SUBMITTED BY CONTRACTORS WHO ATTEND THIS MEETING WILL BE ACCEPTED.” Leave the phone in the truck. No cell phones, weapons, cameras or tools are allowed inside.

What's the job? DPMC's design-phase scope, dated December 2, 2025, calls for removing and replacing approximately 46,600 square feet of roofing on four housing units, Buildings 5, 6, 7 and 8, with the old system taken off down to the original decking. The facility was built in 1966. That same design scope carried an initial construction estimate of $2,540,000. The current ad says $2,705,318. The bid documents, not the design scope, are what you price.

Who can bid: firms DPMC has classified in General Construction (C008), General Construction/Alterations & Additions (C009) or Roofing-Membrane Modified Bitumen (C068). It's one lump-sum bid for all trades, and the bidder either holds Electrical (C047) and Roofing-Membrane Modified Bitumen (C068) itself or names subs who do. The ad doesn't mince words: “Failure to list all of the required DPMC Classified sub-contractors will render the bid non-responsive.” So a GC that doesn't hold those two classifications itself needs a DPMC-classified mod-bit roofer and electrician named on the form.

Getting classified is its own application. DPMC says firms file a Request for Classification (form DPMC-27), and “bidders must re-classify every 24 months in order to remain eligible to bid on public work.” New Jersey also requires public works registration with its Department of Labor for contractors and listed subs. The ad sets workforce goals of 15 percent minority and 6.9 percent female per skilled craft. Those goals are about who's on your crew, not who you sub to. Bids hold for 60 calendar days.

What to do now: enroll in Bid Express, which is free, and pull the documents. Show up October 20 at 10 a.m., and upload your bid by 2 p.m. on November 10.
