NJDOT opens bids at 10 a.m. on October 20 for maintenance dredging and channel improvements on the Black Point Creek Channel, Channel No. 012, in Middletown Township and the Borough of Rumson, Monmouth County. It's Contract No. 012202606, DP No. 26706, 100 percent state funded, with an estimated range of $2,500,001 to $5,000,000. This is a letting, a real bid opening, and not a prequalification window.

The scope fits on one line: mobilization, plus 21,310 cubic yards of “dredging, processing, transportation and placement at upland site.” Now look at the calendar. The bid opens October 20, and the notice's estimated completion date is December 31, 2026. The notice also says “the entire work is to be completed on or before the ESTIMATED COMPLETION DATE.” Before you price it, find out in the specs whether that date is firm, what the environmental windows allow, and what the contract charges you for running late. That date is where this job's risk sits, more than the cubic yards.

Who can prime: only firms prequalified with NJDOT in work type 40 or 43. NJDOT's class code key defines those as Environmental Dredging and Navigational Dredging. Prequalification is a separate application on NJDOT's Form DC-74A, and it doesn't happen on bid day.

Subs, this is where you come in. There's a 3 percent SBE goal, and NJDOT points bidders to New Jersey's NJSAVI directory to find certified firms. Goal paperwork (Forms CR-266 and CR-273, plus CR-272 and CR-274 with trucker and hauler documentation where they apply) goes in with the bid or within 5 days after the opening. Trucking an upland placement job is real work. And NJDOT says a firm “does not have to be prequalified to do NJDOT subcontract work” except where the specs say otherwise.

The rest of the entry fee: bid only through Bid Express, which charges fees, and be registered with New Jersey's Division of Wage and Hour Compliance at the time of bid. Upload before 10 a.m. on October 20, because late bids aren't accepted.
