The construction cost estimate is $5,409,601. The mandatory pre-bid is 10:30 a.m. on October 23 at the central plant, and only bids from contractors who attend will be accepted. Bids are due through Bid Express by 2 p.m. on November 24.
Now, the small-business piece. DPMC designated this a “Small Business Set-Aside Opportunity” under New Jersey's rules, with “a goal of awarding 25 percent of the total contract value to a Small Business Enterprise (SBE) at either the prime or subcontract level.” The low bidder has to produce an SBE approval notice from New Jersey's Division of Revenue and Enterprise Services before award, and the details are in Bulletin B of the bid documents. If you're a small New York mechanical or electrical shop, the designation that counts here is New Jersey's, so check yours before a prime calls.
Who can prime: firms DPMC has classified in General Construction (C008), General Construction/Alterations & Additions (C009), HVACR (C032) or Boilers New/Repair (C033). It's one lump-sum bid, and the bidder either holds Structural Steel & Ornamental Iron (C029), Plumbing (C030), HVACR (C032) and Electrical (C047) or names classified subs for them. Miss one and the bid is non-responsive. The job is under a project labor agreement.
One more thing to read before you price. DPMC separately advertised Project C1100-01, a “Boiler and Pump Pre-Purchase” at South Woods, with a $2,461,496 estimate and bids due June 11, 2026. Find out in the bid documents what equipment, if any, the state is furnishing on this contract before you carry boilers in your number.
The entry fee: DPMC classification (form DPMC-27, renewed every 24 months), New Jersey public works registration for you and your listed subs, and workforce goals of 27 percent minority and 6.9 percent female per skilled craft.
