Metro-North Railroad wants new roofs on seven of its power substations, and the bid conference is October 7 at 11 a.m. The railroad's procurement page lists the job as solicitation A287084, an invitation for bid under construction, with documents out since October 1 and the bid opening set for November 5 at 11 a.m. The same job runs on the state Contract Reporter as CR#2139550 with a November 17 date. That's two dates for one job. Get the railroad's answer in writing before you build an estimating schedule around either one.

Here's the job behind the job. Metro-North's own capital-project listing calls its power network “a service-critical asset that powers train service.” A substation is a building full of electrical gear, and the roof is the only thing keeping weather off it. So a leaky substation roof isn't a building-maintenance ticket. It's a reliability problem that happens to need a roofer.

Now look at what the railroad says about its power network as a whole. The same listing says the power network “is in dire need of investment” and that the 2025-2029 Capital Plan will add new permanent substations and replace major components in existing ones. Nothing the railroad has posted ties this roof contract to that capital work, so don't price it as part of a bigger program. Just know the owner is looking hard at its power houses right now.

The state notice names Bedford Hills and Katonah “and other locations” along Metro-North's New York service territory, with the full list in the contract documents. Our record carries no estimate, no M/WBE goals and no plan-holder list. Seven roofs spread across multiple locations can mean seven mobilizations, seven rounds of access and safety coordination on a working railroad, and seven chances for a takeoff to miss something. That's where this bid gets won or lost, not on the price of membrane.

What to do: register on the MTA Vendor Portal, which is where the railroad's procurement page sends bidders for more information. Get to the October 7 conference, get the site list, and confirm which bid date governs. If the railroad's November 5 date holds, you have about a month.

On the record: REPLACEMENT OF SEVEN (7) POWER SUBSTATION ROOFS, issued by MTA - Metro-North Railroad. Solicitation CR#2139550. Bids are due November 17, 2026 (Two official dates are posted. The state contract notice says Nov. 17; Metro-North's own procurement page lists the bid opening as Nov. 5 at 11 a.m., with a pre-bid conference Oct. 7 at 11 a.m. Confirm with the railroad before you plan around either.).
