Ten general contractors bid the School Construction Authority's new school building in the Bronx at 2:09 p.m. on June 17 (solicitation 26-026743), and the top of the tab was a pileup. Adam's European Contracting Inc. came in low at $96,566,000. Technico Construction Services, Inc. was $2,645,000 (2.7%) behind at $99,211,000. Navillus Tile, Inc. was third at $99,325,000 and Citnalta Construction Corp. fourth at $99,921,000. Four bids inside $3.36 million on a job this size is a market that agrees on the price. The apparent low is not an award.

The rest of the field: Forte Construction Corp. at $103,780,000, Iannelli Construction Co., Inc. at $103,972,300, KG Construction Services, Inc. at $104,767,000, ABC Construction Contracting, Inc. at $106,212,000, Kel-Tech Construction, Inc. at $111,100,000 and Brickens Construction, Inc. high at $145,637,671. Brickens sat $34.5 million above the next bid and pulls the spread to 50.8%, low to high. Take it out and the other nine run 15.1% top to bottom. The median bid was $103,876,150, so the low sits about 7% under the middle of the pack. No alternates were priced.

The SCA's tab lists the job only as a new building in the Bronx. The agency's capital-project data carries it as building X626, a new school at 1631-1659 Zerega Avenue, which finished design in April 2026. That is the Parkchester site the SCA took to Bronx Community Board 10 in November 2024 as an approximately 547-seat primary school, citing overcrowded primary schools in the Parkchester area of School District 11 and the state's class-size reduction standards. The City Council approved the site selection, application G 250069 SCX for a 547-seat primary school facility on Block 3991, on March 26, 2025.

The tab names the subcontractors Adam's European listed for the three Wicks Law trades: Eagle 1 Mechanical Inc. for plumbing, Intricate Tech. Solutions, Ltd. for HVAC and KLK Electric, Inc. for electrical.

Look at who showed up. Navillus and Citnalta, the only two bidders on the SCA's St. John Villa campus in Staten Island a day earlier, both came back here and landed third and fourth. Adam's European is a regular on the SCA's other big May and June tabs, including the building-systems overhaul at PS/MS 20 in the Bronx, where it was also low at $44.1 million on June 12.

Why this matters. The SCA's amended five-year plan puts $6.13 billion toward more than 33,400 new seats in an estimated 78 buildings, much of it driven by class-size compliance. Sites like Zerega Avenue are what that money turns into. A tight top four says the general contractors pricing SCA new builds right now are reading the same drawings and the same labor market the same way; the difference was won in the margins, not the scope.

What to do next. Plumbing, HVAC and electrical are spoken for on the tab. Excavation and foundations, concrete, steel, masonry, roofing, windows, finishes, elevators and site work price to Adam's European as the apparent low. Hold commitments until the SCA awards. The board item is RFI-000379.
