Westchester County's Board of Acquisition and Contract opened bids July 22 on two capital jobs from the Department of Public Works and Transportation: Contract 23-514, a new maintenance and storage building complex at Mohansic Golf Course in Yorktown, and Contract 24-521, replacement of the generator at the Westchester County Center, 198 Central Avenue in White Plains.
Mohansic drew four bids. Steve Giordano Builders, Inc. was apparent low at $8,467,924, and Steven Dubner Landscaping Inc. was second at $9,953,800, a gap of $1,485,876, or 17.5%. The county advertised a bid estimate range of $7.5 million to $8.0 million, so the low bid landed $467,924, or 5.8%, over the top of it. The county's weekly bulletin publishes only the lowest bids, so the third and fourth prices are not on the record. The board listing is RFI-000358.
The generator drew five bids. All Bright Electric was apparent low at $8,099,000, and West-Fair Electric was second at $8,765,000, a gap of $666,000, or 8.2%. Against an advertised range of $8.5 million to $8.9 million, the low bid came in $401,000, or 4.7%, under the bottom. The county had moved the opening from July 1 to July 22. Scope, per the county's advertisements: the Mohansic contract covers a new maintenance building and site improvements, repair of existing structures and demolition of barns, with a mandatory pre-bid inspection held July 7; bids from firms that missed it or failed to sign in were to be rejected. The County Center contract covers installation and interconnection of the emergency generator system and main switchgear. Both carry a project labor agreement. Westchester has been reinvesting at Mohansic for years: the county awarded a $3,180,000 golf cart storage and clubhouse contract there in 2021, and in February it rejected all bids on an electrical service upgrade at the course and readvertised it.
Bid results are published as a service, the county notes, and do not indicate award; award comes with an executed agreement with the lowest responsible bidder. Apparent low is not an award.
Why this matters. Westchester prints a bid range on every advertisement, which makes its tabs easy to grade. Here the building job ran hot and the electrical job ran cool, and the second-place gaps say the field was not bunched on either. Building jobs with barn demolition and existing-structure repair carry unknowns that a clean equipment swap does not.
What to do next. On Mohansic, site, demolition, framing, roofing and MEP subs should price to Giordano. On the County Center, excavation, concrete, paving and switchgear suppliers should price to All Bright Electric. Both are PLA jobs, so check labor terms before quoting. Update, Sept. 28, 2026: The Board of Acquisition and Contract approved award of 24-521 on Aug. 6 to ABE Fran, LLC dba All Bright Electric of West Nyack for $8,099,000 (five bids), with Laura Li Industries, LLC, a WBE, approved as the excavation, asphalt and concrete subcontractor; the county's memo says the job replaces an outdated generator and moves the switchgear outside the building per Con Edison requirements. On 23-514, a Sept. 17 Public Works memo recommends award to Steve Giordano Builders, Inc. dba Giordano Industrial Services for $9,273,686 (four bids), with Castle Plumbing and Heating Inc. as plumbing subcontractor. The memo calls $9,273,686 the low bid; that is $805,762 more than the $8,467,924 the county's July 27 bid bulletin printed, and the memo does not explain the difference.
