The abstract also has a bid-security line for each offer. It shows 20% for AO Facility, Westinghouse, J M & A and McKenzie, and "No" for Crown Field and Austin Interiors. The solicitation required a 20% bid guarantee. The abstract gives no ruling on any bid, and the apparent low is not an award.
Run the numbers as read. Crown Field's total is $1,757,407, or 21.4%, under the government estimate, and $2,322,601, or 35.9%, under the next bid. The low-to-high spread across all six is 82.7%. Among the four offers the abstract shows with bid security, AO Facility's $8,791,401 leads J M & A by $68,347.46, or 0.8%, and sits 6.9% over the estimate. The median of all six is $9,315,724. The work is a gut-level refresh of 17 single-family homes. The solicitation lists new town-approved low-nitrogen septic systems at all 17 properties, well decommissioning and new water service laterals, full HVAC replacement, roofs and gutters, driveways, walkways and fencing, basement bulkhead doors, new electrical and plumbing, complete kitchen and bath renovations, flooring, interior painting, and moving families' belongings between phases. Two optional items add work at 6 Presidio Place and 20 Broadway Avenue. It is a total small-business set-aside under sealed bidding, NAICS 236118, residential remodelers, with an estimated 730 calendar days of performance.
Why this matters. A 20% bid guarantee is steep, four times the 5% most local owners ask for. It is a line item that can decide a federal sealed bid before price does. On a job this spread out, the gap between the bottom number and everyone else is also a warning to price the septic and site scope carefully.
What to do next. Septic installers, well drillers, roofing, HVAC, kitchen and bath, flooring and moving subs on the East End should be talking to the bidders at the top of the table now, not just the apparent low.
