The Thomas Jefferson campus in East New York is getting a new roof, new windows and a lot more, and the price tag on the low bid is $63,411,000. Roma Scaffolding, Inc. put that number in when the NYC School Construction Authority opened bids at 11:42 a.m. on Tuesday, February 3. Ten firms bid.
The job is SCA solicitation 26-22174D, filed under I.S. 507, the Performing Arts and Technology High School, inside the Thomas Jefferson High School building at 400 Pennsylvania Avenue in Brooklyn. The tab lists roofs, windows, parapets, flood elimination, Ansul systems and the fire alarm system. Ansul systems are the kitchen-hood fire suppression units the SCA files under school safety. The same building houses four other high schools, including the FDNY's Captain Vernon A. Richard High School for Fire and Life Safety. It's on our board as RFI-000816.

The top of the tab is tight. Roma beat Ashnu by $912,919, which is 1.4% on a $63 million job, and P & K was only $1.9 million behind Roma. The median of the ten bids is $69,242,000, so the low number is 8.4% under the middle. The bottom of the tab is not tight. The high bid is $41.6 million over the low, a 65.5% spread, and the last two bids are more than $13 million apart from the eighth. The SCA did not publish an engineer's estimate. Apparent low is not an award.
The SCA's anticipated contract awards list carried the package under the campus's performing arts high school, with roofs, windows and parapets each in the $4 million-and-over bracket and flood elimination on the same list. The authority's February 2025 capital plan amendment calls water infiltration "the single greatest cause of accelerated deterioration" of its buildings. A building this size, with this much roof and wall, is where that problem is biggest.
Why this matters. Ten bids on a $63 million school job is a real field at this size, and seven of the ten came in inside $10.5 million of the low. The sub packages are huge: roofing, window replacement, parapet rebuilds, the flood work and a fire alarm system across a multi-school campus. That's work for dozens of trade firms over several school years.
What to do next. Roofers, window installers, masons and fire alarm contractors should get their numbers to Roma Scaffolding, Inc., and keep them current with Ashnu International, Inc. and P & K CONTRACTING, INC. until the SCA announces the award.
