The School Construction Authority opened 14 bids at 2:12 p.m. on June 16 for the electrification of PS 328 Phyllis Wheatley at 330 Alabama Avenue in East New York, Brooklyn (solicitation 26-22890D). Venus Group, Inc. was low at $38,860,000. Dynamic US, Inc. was second at $41,720,000, a $2,860,000 (7.4%) gap. That is a real cushion on an SCA electrification tab, where the last three have been settled by $470,000 or less. The apparent low is not an award.

The SCA's scope line reads electrification, electrical service upgrade, lighting upgrade and low-voltage electrical upgrade. The agency's capital data describes the same project as electrification and heat pump systems with the electrical, lighting and low-voltage work, and shows design finished in September 2025.

Ahern Contractors Corp. high at $57,777,000. The spread is $18,917,000, or 48.7%. The median is $45,318,950, and the low sits 14.3% under it.

The surprise is where KG landed. KG was low on the SCA's PS 134 electrification job in the Bronx on May 21 and again at PS 250 in Williamsburg on June 11. Here it bid $51,225,000, 31.8% above Venus, twelfth of fourteen. Same program, same kind of scope, a very different read of this building. Venus, for its part, finished eighth at PS 134 and tenth at PS 107 in Flushing before taking this one. Venus named MAR-SAL Plumbing & Heating, Inc. for plumbing, R.A.M.S. Mechanical, Inc. for HVAC and Tower Electric, Inc. for electrical, the three trades New York's Wicks Law requires bidders to name. MAR-SAL was also KG's named plumber on PS 134 and PS 250.

The program behind the job is the city's 2022 commitment to make new schools all-electric and to complete or start converting 100 existing schools to all-electric heat by 2030, replacing fossil-fuel boilers with heat pumps. The SCA's amended five-year plan, noticed in February, carries $1.4 billion for electrification of existing school buildings.

Why this matters. A 7.4% gap and a 48.7% spread say this building was harder to read than the other electrification jobs on the SCA's spring calendar. When the same firms that bunch within half a percent on one school scatter by $19 million on the next, the difference is in the building: existing conditions, electrical service, the path for new equipment. Estimators pricing the next one should read the existing-conditions drawings twice.

What to do next. Heat pump, electrical distribution, lighting and low-voltage suppliers: R.A.M.S. and Tower Electric are the named slots under Venus. Everyone else prices to Venus as the apparent low and waits for the SCA's award. The board item is RFI-000381.
