NEELAM CONSTRUCTION CORP. came in at $20,459,000 for the P.S. 115 overhaul in Washington Heights. CVM Construction Corp was $211,000 behind. On a $20 million job, that's about 1%.

The NYC School Construction Authority opened solicitation 26-026782 at 10:09 a.m. on Thursday, June 18. The school is P.S. 115 Alexander Humboldt, 586 West 177th Street in Manhattan. The tab lists flood elimination, windows, exterior masonry, an electrical upgrade and parapets. Eleven firms bid. It's on our board as RFI-000366.

The top two broke away. After CVM there's a $1.43 million drop to Skyline in third. The median bid was $24,290,000, so Neelam came in 15.8% under the middle, and the high bid is 42.2% over the low. The SCA did not publish an engineer's estimate. Apparent low is not an award.

The SCA's February 2025 capital plan amendment carried P.S. 115 lines for flood work ($1,722,106), electrical systems ($1,743,659), exterior masonry ($2,058,495), parapets ($1,415,332) and windows ($5,416,850). Those were planning figures from more than a year before bids, not an estimate for this contract, and the bid package grew since. They do show where the money was aimed: windows were the single biggest piece.

Why this matters. Two firms priced this job about $1.4 million sharper than anyone else. For subs, that means the job will be run tight. Window, masonry and electrical subs who priced it loose won't be carried.
