The state Office of General Services opened 21 bids July 15 on contract Q1908-C, replacement of the roof on Building 56 at the New York City Children's Center, Queens Campus, 74-03 Commonwealth Boulevard in Bellerose.

Hardrock Construction Corp. is the apparent low at $1,332,200. Zircon Group Inc. is second at $1,335,200. That is $3,000, or 0.23%, on a $1.3 million roof. Triple Square Contracting is third at $1,432,200, then Northstar Contracting at $1,482,627, Sigma Builders at $1,484,755 and Vad Contractors at $1,493,431. Six bids inside $161,231.

Bloom's number is the outlier: 645.5% over the low and 5.7 times the $1,742,200 median. Leave it out and the top of the field is Pro-Metal, 101.1% over the low. The tab flags one bid, Vad Contractors', with four bid-form codes: improper corporate acknowledgment, improper surety acknowledgment, no financial statement of surety, and no certification on the power of attorney. It is not marked disqualified.

The New York City Children's Center is the Office of Mental Health's facility for children and young adults ages 5 to 21, with inpatient care, day treatment and clinics on its Queens campus. OGS's utilization plan for this contract carries 15% MBE and 15% WBE goals.

Why this matters. A $3,000 margin on a 21-bid roof job is as close as public bidding gets, and it means the top two read the scope almost identically. For the rest of the field it is a clear read on where a small institutional re-roof in Queens prices right now: $1.33 million to $1.50 million for the six sharpest bidders.

What to do next. The apparent low is not an award. Roofing material suppliers, sheet metal and flashing subs, and crane and hoisting firms should price to Hardrock and Zircon; M/WBE roofers should reach both about the 30% combined goal. Follow the job on our board: RFI-000360.
