Eight mechanical contractors bid the Office of General Services' job to put central air conditioning and upgraded bathrooms into Building 110 at Manhattan Psychiatric Center, 600 E. 125th St. The Aug. 19 opening on contract 47427-H, the HVAC contract, put Pen Enterprises, Inc. of Brooklyn on top at $8,254,615.

Pen leads by $375,000, or 4.5%. The first three bids fall within 8.1% of each other, and the median of the eight is $9,436,500. Low to high, the spread is 54.5%, stretched wide by the top bid; take it out and the other seven sit within 26.3%. OGS did not post an estimate with the results.

Manhattan Psychiatric Center is a state Office of Mental Health hospital serving adults 18 and older with inpatient treatment and community services, accredited by the Joint Commission, according to OMH. OGS runs the construction for the state and bid this one as a single HVAC contract.

OGS labels these results unofficial and for information only. Pen is the apparent low, not the awardee, until OGS posts the award.

Why this matters. This is the bread-and-butter state health-facility HVAC work that keeps the metro mechanical shops busy, and the pricing was tight at the top: three firms within about $670,000 on an $8 million-plus job. Work inside an operating hospital building means phasing around patients and staff, and the shops that price that right are the ones that win.

What to do next. Sheet metal, piping, controls, insulation, electrical and plumbing subs and equipment suppliers price to Pen Enterprises now. M/WBE subs should move quickly: state jobs like this carry participation goals, and the low bidder has to line up its certified subs early. Board listing: RFI-001577.

Update, Sept. 28, 2026: OGS approved Pen Enterprises' M/WBE utilization plan for contract 47427-H on Sept. 1, 2026. The plan shows a 30% overall goal (15% MBE, 15% WBE) and lists T. J. Piping Heating & Sprinkler, Inc. (MBE, HVAC) at $1,500,000 and Milad Contracting Corp. (WBE, electrical) at $1,000,000, for 30.29% overall. The WBE share, 12.11%, is below the 15% target, and the plan notes a waiver request. OGS's bid results page still lists the job without a posted award. (Source: OGS utilization plan D47427H.)
