The state Office of General Services opened 10 bids July 2 on contract 47007-C, exterior renovations on Building 102 at Manhattan Psychiatric Center, 600 East 125th Street on Wards Island. OGS's earlier tabs for the same building call it the Dunlap Building.

Pro-Metal Construction Inc. is the apparent low at $6,249,705. KG Construction Services is second at $7,116,705, $867,000 or 13.9% higher. Low to high is an 80.5% spread, and the median is $7,710,426.50. Six bids, from KG at $7,116,705 to A.B.C.D. at $7,990,000, sit within $873,295 of each other, and the low is below all of them by about the same amount. The tab carries no disqualifications or withdrawals.

Manhattan Psychiatric Center is the Office of Mental Health's adult inpatient and outpatient hospital for Manhattan. Building 102 has been a steady OGS customer: its bid results list shows a roof replacement on the Dunlap Building (bid November 2020), brick repair at Stair Tower 1 (February 2023), a civil admissions suite (September 2023), video teleconference office space and an on-call residence suite (2024), and shower, oxygen storage and seclusion rooms (April 2025). The utilization plan for this contract carries 15% MBE and 15% WBE goals.

Why this matters. A tall, occupied hospital building on an island is a logistics job as much as a facade job: hoisting, scaffold, protection for patients and staff, and limited routes for deliveries. The pack of six between $7.1 million and $8.0 million is the market telling OGS what that costs. Pro-Metal is $867,000 under it.

What to do next. The apparent low is not an award. Masonry, window, sealant, roofing and scaffold subs should price to Pro-Metal and KG; M/WBE firms should reach both about the 30% combined goal. Follow the job on our board: RFI-000992.
