The state Office of General Services opened 27 bids July 23 on contract M3196-C, facade repair and roof replacement on Building 1 at the Edgecombe facility, 611 Edgecombe Avenue in Washington Heights, Manhattan.
Khan Enterprise Constr., Inc. is the apparent low at $1,980,800. GL Group Inc. is second at $2,122,000, $141,200 or 7.1% higher. Probuildero Corp. bid $2,128,676 and Saheet Construction Corp. $2,152,601, so the second through fourth bids sit within $30,601 of each other. KS Construction of NY bid $2,287,148 and A.B.C.D. Construction $2,292,507. The high bid is APN Construction Corp. at $4,533,800, 128.9% over the low. The median of the 27 is $3,151,535.
OGS disqualified two bids. Pleasant Contracting Corp.'s $2,698,572 carries the code "BID DISQUALIFIED - Contractor Not Registered on NYS DOL Registry," and Dynamic GC Corp.'s $3,436,445 carries "BID DISQUALIFIED - No Contractor Signature on Bid Bond." That leaves 25 bids in play, with the same low, second and high.
Edgecombe is a Department of Corrections and Community Supervision residential treatment facility, minimum security, housing men and women. OGS's utilization plan for this contract carries 15% MBE and 15% WBE goals.
Why this matters. The two disqualifications are paperwork, not price: one firm missing from the state Labor Department's contractor registry, one bid bond without a signature. On public work in New York, either one ends a bid before anyone looks at the number. What to do next. The apparent low is not an award. Roofing, masonry and scaffold subs should price to Khan and GL Group. And every GC reading this should check its DOL registration and bond signatures before the next bid day. Follow the job on our board: RFI-000973.
