New York's Office of General Services split one roof-and-facade job at Creedmoor Psychiatric Center into four separate prime contracts, all due the same hour on October 21, according to OGS's own Design & Construction solicitation postings for Building 73.
The work covers roof replacement and facade repair on Building 73 of the Creedmoor campus in Queens Village, done for the state Office of Mental Health. OGS broke it into a general construction contract (solicitation OGS45791C), an electrical contract (45791E), an HVAC contract (45791H), and a plumbing contract (45791P) — four prime contracts, one building, one bid date.
“Four prime contracts, one building, one bid date.”
Plan-holder interest tracks the size of each scope. The general construction contract drew 98 firms pulling plans, the electrical contract drew 28, HVAC drew 27, and plumbing drew 21. That gap is normal for a split job — a GC-size scope with site logistics and roofing pulls a wider field than a single trade package — but it also means four separate bid rooms open today instead of one, each with its own low bidder to track.
This isn't the only multi-contract OGS letting this week. The agency also opened bids today for a single-prime general construction contract on a new National Guard Division Headquarters on Heritage Lane in Albany, where 108 firms pulled plans, and for an elevator replacement at its own Centralized Services Building in Long Island City, where 71 firms are on the list. Three OGS jobs, three different plan-holder counts, all closing the same Tuesday.
No bid tabulations have been posted for any of the four Creedmoor contracts, the Albany headquarters job, or the Long Island City elevator job as of this writing. Plan-holder counts are a measure of who requested documents, not who is bidding — the posted lists are a floor, not a roster of bidders, and OGS does not guarantee they're complete.
What to do next
If you're chasing Creedmoor Building 73, know which of the four contracts you're actually pricing — a plumbing sub reading the general-construction scope wastes a day. Check OGS's Design & Construction solicitation pages directly for each number (45791C, 45791E, 45791H, 45791P) rather than relying on a single combined listing.
Watch for the bid tabulation to post on OGS's own site in the coming days. With four separate lows to track on one building, the spread between the general contract's 98 plan-holders and plumbing's 21 is worth revisiting once actual bid numbers are public — a thin field on a trade package can mean a thinner, friendlier bid room for whoever shows up.
