Aurora Contractors Inc. posted the apparent low bid to rehabilitate the East Bathhouse at Jones Beach State Park, coming in at $78,373,617 when the New York State Office of General Services opened eleven bids on February 5, 2025. Citnalta Construction Corp. finished second at $78,645,617 — a difference of $272,000, or 0.3%, on a job worth nearly $80 million. No award has been confirmed yet.
That's about as tight as a bid tab gets on a nine-figure job. A 0.3% spread between the top two bidders means both firms priced the same scope, the same restoration risk, and the same historic-structure headaches within a rounding error of each other. On public restoration work at a landmark beach pavilion, that kind of agreement usually means the drawings were tight and the unknowns — the stuff that actually separates bidders on an old building — were well documented going in.
The rest of the field spread out from there. Peter Scalamandre & Sons, Inc. came in third at $81,168,804, followed by EW Howell Co. LLC at $83,373,617 and J. Kokolakis Contracting, Inc. at $83,753,628. Infinity Contracting Corp, JRM Construction Management LLC, Navillus Contracting d/b/a Navillus Tile, Inc., E & A Restoration Inc. and Technico Construction Services, Inc all landed between $84.9 million and $97 million before Forte Construction Corp. closed out the field at $97,930,000 — a low-to-high gap of 25%, or $19.6 million, with the high bid running 1.25 times the low. That's a modest spread for an eleven-bidder field, another sign the scope here was well understood across the market.
The East Bathhouse rehabilitation is exactly what it sounds like — a historic beachfront facility at one of Long Island's signature state parks, the kind of restoration job where masonry, roofing and mechanical systems all have to meet both modern code and the building's original character. Jobs like this tend to draw restoration-heavy firms rather than general commercial builders, and this field — Aurora, Citnalta, Scalamandre, Kokolakis — reads exactly that way.
**What to do next:** Restoration subs and GCs working the Long Island State Parks pipeline should treat this tab as the going rate for bathhouse-scale rehab work at Jones Beach — call OGS or check Bid Express under solicitation 47697C for the award decision. If you're pricing similar historic-structure work on state park land, Aurora's and Citnalta's near-identical numbers are a useful gut check before you finalize your own bid.
