The state Office of General Services opened bids March 11 on contract M3207, replacement of the boilers, various powerhouse equipment and the boiler control system at Bedford Hills Correctional Facility, 247 Harris Road in Bedford Hills, Westchester County. It went out as two prime contracts: HVAC (M3207-H) and electrical (M3207-E). The two apparent lows total $6,552,344.

The HVAC contract drew seven bids. Kordun Construction Corp. is the apparent low at $6,294,000. AWL Industries is second at $6,769,500, $475,500 or 7.6% higher, and Maric Plumbing & Heating third at $6,795,720, just $26,220 behind AWL. Then Crescent Contracting Corp., $7,398,748; ACS System Associates, $7,458,500; All State Boiler & Construction, $8,179,500; and Rocon Corp., the high at $12,228,000. The spread is 94.3%, and the median is Crescent's $7,398,748. Without Rocon, the top of the field is 30.0% over the low.

The tab carries notes on two HVAC bids. Crescent's is coded "IBS - Incomplete Form, No Financial Statement of Surety" and "Incomplete DCA 3"; All State's carries the same surety-statement code. Neither is marked disqualified.

The electrical contract drew five bids and a wide opening gap. Global Electrical Contracting of Westchester is the apparent low at $258,344, then Javelin Electric at $420,664, $162,320 or 62.8% higher. Stilsing Electric bid $433,000, Sajiun Electric $481,690 and G Energy Solution and Services, doing business as 24/7 Electrical, $624,800. Low to high, that is 141.8%.

Bedford Hills is the Department of Corrections and Community Supervision's maximum-security facility for women. OGS's utilization plans put 15% MBE and 15% WBE goals on the HVAC contract and 5% MBE and 5% WBE on the electrical contract.

Why this matters. A powerhouse job inside a maximum-security prison is a narrow market: security clearance for every worker, tool control, and a heating plant that cannot go dark in winter. Seven mechanical bids with the top three inside 8% says the regional boiler contractors read this job the same way. The electrical number is small, but Global's price sits well under a field where three of the other four bids landed between $420,000 and $482,000.

What to do next. The apparent lows are not awards. Boiler, controls, insulation, abatement and rigging subs should price to Kordun and AWL; M/WBE firms have a 30% combined goal on the HVAC side to chase. Track it on our board: RFI-000771.

Update, Sept. 28, 2026: OGS lists both contracts as awarded June 2, 2026. Its utilization plans name Kordun Construction Corp. at $6,294,000 for HVAC and Global Electrical Contracting of Westchester at $258,344 for electrical.
